Minutes of the meeting of July 16, 2018

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 16th day of July, 2018 at the Alexandria Township Conference Room, 324 Broadway.

ROLL CALL:  Supervisors present were Jeff Oberg, Rod Eldevik, Joel Dahlheimer, Linda Dokken-McFann and Jerry Wright.  Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer.  As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.

Dahlheimer, seconded by Oberg, made a motion to adopt the agenda with the addition of Kevin Baumann under citizen’s concerns.  Motion carried unanimously.

Wright, seconded by Oberg, made a motion to approve the minutes of the 07/02/2018 regular board meeting as written.  Motion carried unanimously.

Dahlheimer, seconded by Dokken-McFann, made a motion to authorize payment of claims 18136 – 18145 in the amount of $33,344.18, EFTPS $1,427.28, totaling $34,771.46 and a transfer of funds from savings of $18,000.00.  Motion carried unanimously.

CITIZEN’S CONCERNS: Kevin Baumann, 3805 Hazel Hill Road SE, was present and expressed concern that no one from the town had gotten back to him regarding the issues he had raised previously.  Mr. Baumann stated that a cedar fence located approximately 2 feet from his property line had fallen and he wants it repaired.  He also said the fence is not “maintenance free,” a requirement of the township’s zoning ordinance.  He was told that the township does not require fences between property lines to be repaired and that the other issue will be referred to Zoning Administrator Oleson.  The second concern dealt with the concrete barriers placed along his property line.  The board was in agreement to require the owner to move the barriers away from the property line.  This item will be referred to Zoning Administrator Oleson. The third concern was the abandoned mobile home at an adjoining property.  The mobile home was formerly permitted, has been removed from sewer and water, and is currently being used for storage.  Since it was permitted, the owner will not be required to remove the home.  The last item was the drainage ditch behind his property. The ditch is located in a drainage easement, and at one time a drainage tile was placed in the easement.  Approximately ten years ago the tile was removed and it is currently an open ditch.  Mr. Baumann is requesting that the tile be replaced or to allow him to fill in the ditch.  The issue will be referred to Zoning Administrator Oleson or possibly the township attorney for a legal ruling regarding the drainage requirement.

PLANNING AND ZONING:  No items.

ENGINEER’S REPORT:  Engineer Kuhn reported that the widening and raising of E. Lake Jessie Road was completed, and the total quantities of fill was less than the engineer’s estimate.  It appears that the old culvert was approximately 10 feet below the road surface.

Engineer Kuhn had contacted Mark Lee Paving in regard to the repair of Liberty Road.   They were planning on making the repair in the near future.

OLD BUSINESS:  None

NEW BUSINESS: Clerk Raisanen presented names of individuals who have completed election judge training and recommended approval for the primary election.  Dokken-McFann, seconded by Wright, made a motion to appoint Darlene O’Brien, Anne Riggs, John Smith, Barb Sather, Lavone Schmmelphfpning, Verla Schwendemann and Gregg Raisanen as election judges for the August 14, 2018 primary and to appoint Darlene O’Brien as the head judge.  Motion carried unanimously.

Being no further business, Dahlheimer, seconded by Dokken-McFann, made a motion to adjourn the meeting. Meeting adjourned at 6:32 p.m.
