Minutes of the meeting of June 3, 2019

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 3rd day of June, 2019 at the Alexandria Township Conference Room, 324 Broadway.

ROLL CALL:  Supervisors present were Jeff Oberg, Joel Dahlheimer, Rod Eldevik, Dennis Butz and Jerry Wright.  Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer.  As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.

Wright, seconded by Oberg, made a motion to adopt the agenda as presented.  Motion carried unanimously.

Oberg, seconded by Wright, made a motion to approve the minutes of the 5/20/2019 regular board meeting as written.  Motion carried unanimously.

Dahlheimer, seconded by Oberg, made a motion to authorize payment of claims 19095 – 19105 in the amount of $23,939.53, EFTPS $5,223.99 totaling $29,163.52 and a transfer of funds from savings of $25,000.00.  Motion carried unanimously.

CITIZEN’S CONCERNS:  none

PLANNING AND ZONING:  Chairman Eldevik provided an update on the Dropik property located on Newman Road.  Mr. Dropik was contacted to submit a clean up plan to the town by  the next meeting or the township will issue a 7 day notice of its intent to clean up the property.

ENGINEER’S REPORT:  Engineer Kuhn reported that the 2019 graveling project was completed last week.

Clerk Raisanen reported that the town had received an inquiry about blacktopping Geneva Road.  Engineer Kuhn presented some preliminary estimates.  He stated that the project would cost around $400,000.  With approximately 17 affected landowners, each parcel’s portion would be about $13-14,000.  If the town elected to use the running foot method, it would equate to about $42/running foot.  The township’s share of costs would be about $125,000.  It was suggested that Engineer Kuhn request a traffic counter to better gauge the amount of traffic at any given timeframe.  Engineer Kuhn to present a more formalized estimate for the next meeting.

OLD BUSINESS:  Engineer Kuhn reported he has discussed the Burgen Heights drainage situation with Douglas County Engineer Robley.  He stated the county has expressed an interest in cost-sharing with the township.

Supervisor Oberg reported that District 206 has proposed operating LAR and assume the liability of the loans from Shenanigans. Consensus to have Attorney Sugden research the possible dissolution of the joint powers agreement and the subsequent ramifications to our township residents concerning our current levy.  Chairman Eldevik and Supervisor Oberg will meet with Attorney Sugden to discuss.

Being no further business, Dahlheimer made a motion to adjourn the meeting. Meeting adjourned at 6:31 p.m.
