Minutes of the meeting of September 21, 2015
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 21st day of September, 2015 at the Alexandria Township Conference Room, 324 Broadway.
ROLL CALL: Supervisors present were Jul Feuling, Joel Dahlheimer, Rod Eldevik, Jeff Oberg, and Russell Niskanen. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chair Feuling at 6:00 p.m.
Dahlheimer, seconded by Oberg, made a motion to adopt the agenda as presented. Motion carried unanimously.
Niskanen, seconded by Oberg, made a motion to approve the minutes of the 09/09/2015 regular board meeting as written. Motion carried unanimously.
Oberg, seconded by Dahlheimer, made a motion to authorize payment of claims 15183 – 15190 in the amount of $7,281.96, EFTPS of $973.81, totaling $8,255.77 with a transfer of funds from savings in the amount of $6,500.00. Motion carried unanimously.
CITIZEN’S CONCERNS: none
PLANNING AND ZONING: Zoning Administrator Oleson presented a request submitted by Shad Bradley to complete a metes and bounds subdivision for a 5-acre parcel that would be split from an existing 80 acre parcel. The 5-acre parcel is located within the ALASD service boundary; however it is located 1,600 feet from the nearest ALASD sanitary sewer line. Mr. Bradley is requesting that if the property is split, that a private sanitary sewer system be allowed. Zoning Administrator Oleson reported that Douglas County would allow this exemption under these circumstances and Bruce Nelson, ALASD, told him that it is up to the township to decide. This same parcel was to be split under a proposed preliminary plat in 2013 and was not required to hook up to sanitary sewer as a condition of the plat. Niskanen, seconded by Eldevik, made a motion to not require connection to the ALASD sanitary sewer line as a condition to the 5-acre metes and bounds split located on the south side of CR 73 and to allow the installation of a private sewer system provided that the property meets ordinance requirements. Motion carried unanimously.
OLD BUSINESS: Attorney Paul Johnson was present and provided an update on the Zunker Scrapyard. Clerk Raisanen reported that he, Attorney Johnson and Chair Feuling had viewed the property on September 17, 2015. Mr. Zunker has made significant progress in removing material and presented weigh tickets in the amount of 35 tons from the period September 8-September 10, 2015. Mr. Zunker and his son indicated that they will have all of the material removed between the fence and the lake with the exception of some vehicles, 3 roll off boxes, and 8 metal ingots by this fall. They are requesting that some barrels of material remain behind the fence. Attorney Johnson indicated that he will have to begin the process of preparing briefs for the court if the scheduled October court date is to remain.
After discussion, Eldevik, seconded by Dahlheimer, made a motion to postpone the court date until next spring and continue to monitor the material removal progress this fall. Motion carried unanimously.
ENGINEER’S REPORT: Supervisor Niskanen reported that the Neewana Beach Road reconstruction project was progressing and that the box culvert had been installed. He indicated that the contractor will be substantially complete with the work by the middle of October.
NEW BUSINESS: Clerk Raisanen reported the township computer he is using is beginning to fail. The computer is more than 5 years old and he requested the purchase of a new computer for approximately $600-$800. New computers were purchased for the treasurer and administrative assistant last year. Niskanen, seconded by Eldevik, made a motion to authorize Clerk Raisanen to purchase a new computer for the township. Motion carried unanimously.
Clerk Raisanen presented one quote for winter road maintenance services. He reported that a request for proposals was published in the Echo Press and only one company submitted a quote. Alden Just Road Maintenance presented quotes for the following amounts: Grading road with a motor grater- $85.00/hr., Plowing of snow with motor grader and truck- $85.00/hr., Sanding of roads- $75.00/hr., sign installation and other maintenance $34.00/hr. with a $1.00/hr. increase for every $0.12 increase in fuel costs from the current base price of $2.399 for dyed fuel and $2.599 for highway fuel. These quote rates are the same as quoted last year. Dahlheimer, seconded by Niskanen, made a motion to contract with Alden Just Road Maintenance for Winter Road maintenance for the period October 1, 2015-March 30, 2016 at the rates quoted. Motion carried unanimously.
Being no further business, Oberg, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 6:50 p.m.
