Minutes of the meeting of Aug. 17, 2015
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 17th day of August, 2015 at the Alexandria Township Conference Room, 324 Broadway.
ROLL CALL: Supervisors present were Jul Feuling, Joel Dahlheimer, Rod Eldevik, and Russell Niskanen. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chair Feuling at 6:00 p.m.
Eldevik, seconded by Niskanen, made a motion to adopt the agenda as presented. Motion carried unanimously.
Niskanen, seconded by Dahlheimer, made a motion to approve the minutes of the 08/03/2015 regular board meeting as written. Motion carried unanimously.
Dahlheimer, seconded by Eldevik, made a motion to authorize payment of claims 15164 – 15171 in the amount of $4,993.32, EFTPS of $1,130.95, Net Payroll of $221.64, totaling $6,345.91 with a transfer of funds from savings in the amount of $2,500.00. Motion carried unanimously.
CITIZEN’S CONCERNS: none
Supervisor Oberg joined the meeting.
PLANNING AND ZONING: The board reviewed the draft comprehensive plan that the planning commission has been working on. The board requested that the charts be updated and since the annexation agreement has expired, it should be reflected in the updated plan. Overall the board was satisfied with the direction of the draft plan.
OLD BUSINESS: The board discussed the request for the installation of a street light at the end of the cul-de-sac on Apache Lane. Some of the board members viewed the proposed location and the consensus of the board was to not support the installation of a public street light in this location. Homeowners in the area can install private lights outside of the road right of way.
ENGINEER’S REPORT: Engineer Kuhn presented the low bid by Riley Brothers Construction for the reconstruction of the unpaved portion of Neewana Beach Road in the amount of $179,809.00. He indicated that there were a total of five bids submitted and he recommends awarding to the low bidder. Clerk Raisanen provided a budget review for the board. Currently the Road and Bridge fund has a fund balance of $278,200.11 compared to a beginning fund balance of $278,677.59. For the current year, expenses for the first 7 months have equaled the revenue received and for the remaining 5 months, expenses should be close to revenue. In addition, the township has just received payment from the City of Alexandria in the amount of approximately $200,000.00 for the orderly annexation payment. If the contract was awarded, the total cost to the township will be approximately $125,000.00 since Gary Thompson has agreed to pay for the installation of the box culvert in the amount of $55,000.00. Clerk Raisanen also reported that he has obtained a construction easement from the adjoining property owner.
Dahlheimer, seconded by Oberg, made a motion to award the road reconstruction contract for Neewana Beach Road to Riley Brothers Construction in the amount of $179,809.00. For: Dahlheimer, Oberg, Eldevik, Feuling. Niskanen abstained. Motion carried.
OLD BUSINESS: Clerk Raisanen reported that Attorney Paul Johnson has possibly found a contractor that would be willing to clean up the Zunker property at a rate of $40.00/hr. if the need arises. He is still trying to set up a meeting time for he, Chair Feuling and Clerk Raisanen to visit the Zunker property.
Being no further business, Eldevik, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 7:10 p.m.
