Minutes of the meeting of June 15, 2015
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 15th day of June, 2015 at the Alexandria Township Conference Room, 324 Broadway.
ROLL CALL: Supervisors present were Jul Feuling, Jeff Oberg, Joel Dahlheimer, Rod Eldevik, and Russell Niskanen. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chair Feuling at 6:00 p.m.
Niskanen, seconded by Oberg, made a motion to adopt the agenda with the addition of township short course under new business. Motion carried unanimously.
Niskanen, seconded by Oberg, made a motion to approve the minutes of the 06/01/2015 regular board meeting as written. Motion carried unanimously.
Niskanen, seconded by Eldevik, made a motion to authorize payment of claims 15114 – 15121 in the amount of $5,974.28, EFTPS of $1,399.93, totaling $7,374.21 with a transfer of funds from savings in the amount of $7,000.00. Motion carried unanimously.
CITIZEN’S CONCERNS: none
PLANNING AND ZONING: Kyle Thompson, 2503 Hazel Hill Road, requested paying a reduced fee for a conditional use application for a sign located at his residence. Zoning Administrator Oleson provided the board with a brief summary of the history of the sign dating back to the spring of 2011. In order for the sign to be in compliance with the new sign ordinance, it would have to be reduced in size to 12 ft2 or the applicant would need to apply for a conditional use permit. Mr. Thompson requested the board consider a reduced application fee for the conditional use permit in the amount of $250.00 since he had already spent $150.00 to reduce the size of the sign from 18ft2 to 15 ft2. Dahlheimer, seconded by Eldevik, made a motion to reduce the conditional use application fee for Kyle Thompson by $150.00. Motion carried unanimously.
Supervisor Dahlheimer provided the board with an update on the status of the Zunker Scrapyard cleanup. Supervisor Dahlheimer expressed concern that Mr. Zunker will not complete the cleanup by the deadline set last fall. Chair Fueling and Clerk Raisanen will meet with Attorney Paul Johnson to discuss next steps.
Zoning Administrator Oleson reported that Douglas County is proposing a no-wake zone around the fishing pier on the south end of Lake Victoria. Even though the county does not need township approval to implement, they are requesting the support of the town board. Oberg, seconded by Dahlheimer, made a motion to support the establishment of a no-wake zone 200 feet from the fishing pier on the south end of Lake Victoria. Motion carried unanimously.
ENGINEER’S REPORT: Supervisor Niskanen presented a request by a resident located in the Moorstone Area for installation of a Watch for Children sign since there are daycares in the area. The board discussed the request and did not support the installation of the signs at township expense. The board would allow installation of signs purchased by the resident on existing township sign posts.
NEW BUSINESS: Clerk Raisanen reported that the township summer short courses are scheduled for the next week. Supervisors Dahlheimer and Oberg will be attending the Fergus Falls session and Supervisor Niskanen and Clerk Raisanen will be attending the session in Carleton, since that is the only day with no scheduling conflicts.
Being no further business, Eldevik, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 6:50 p.m.
