Minutes of the meeting of June 16, 2014

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 16th day of June, 2014 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Jul Feuling, Lyle Hammerschmidt, Joel Dahlheimer and Russell Niskanen. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Alstead at 6:00 p.m.

 

Niskanen, seconded by Hammerschmidt, made a motion to adopt the agenda with the addition of discussion of a meeting with the City of Alexandria. Motion carried unanimously.

 

Hammerschmidt, seconded by Dahlheimer, made a motion to approve the minutes of the 06/02/2014 regular board meeting as written. Motion carried. Supervisors Feuling and Niskanen abstained.

 

Dahlheimer, seconded by Feuling, made a motion to authorize payment of claims 14125 – 14131 in the amount of $10,346.27, EFTPS of $1,040.80 totaling $11,387.07 and a transfer of funds from savings into checking in the amount of $10,000.00. Motion carried unanimously.

 

CITIZEN’S CONCERNS: Ron Lymon, a resident from the east side of Lake Geneva, expressed concern regarding the runoff of silt and sediment from the newly plowed farm field near the drainage that runs into the lake. He presented some photos after a recent rain event. The board also expressed concern; however, there is no requirement by farmers to install erosion control after plowing a field. Supervisor Niskanen will inquire into the feasibility of installing straw bales in the road right of way to slow down the flow and help prevent future runoff from occurring.

 

PLANNING AND ZONING: none

 

ENGINEER’S REPORT: Engineer Kuhn reported that gravel is finally being applied to township roads.

 

OLD BUSINESS: Clerk Raisanen reported he had received a response from one of the MAT attorneys regarding ATV use on township roads. The attorney referenced Statute 84.928 which is in conflict with 169.045. He indicated that if the town desires to prohibit ATVs on town roads, the township should pass an ordinance. Clerk Raisanen will forward the information to Attorney Paul Johnson for clarification.

 

Chairman Alstead, Supervisor Niskanen, and Clerk Raisanen met with two city council members to discuss a future orderly annexation agreement. The township representatives indicated that at the present time, the township is not interested in entering into another orderly annexation agreement that would schedule additional parts of the township to be annexed in the future. The representatives did indicate that the township would be interested in signing an agreement that would prohibit additional land from being annexed for the next 5 years.

 

 

NEW BUSINESS: Clerk Raisanen presented a resolution accepting the Zimmerman lot located along Neewana Beach Road as a gift. Hammerschmidt, seconded by Dahlheimer, made a motion to adopt Resolution 14-01, a resolution accepting as a gift a lot located at Lot 6, Block 4, Viking Moor, from Zimmerman Investment Properties. For: Dahlheimer, Niskanen, Hammerschmidt, Feuling, Alstead. Against: None. Motion carried unanimously.

 

Supervisor Feuling will invite City Council member Roger Thalman to a future meeting.

 

Being no further business, Feuling, seconded by Hammerschmidt, made a motion to adjourn the meeting. Meeting adjourned at 6:45 p.m.
