Minutes of the meeting of November 19, 2012
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 19th day of November, 2012 at the Alexandria Township Conference Room, 610 Fillmore Street.
ROLL CALL: Supervisors present were Bryon Alstead, Jul Feuling, Joel Dahlheimer and Russell Niskanen. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Alstead at 6:00 p.m.
Niskanen, seconded by Feuling, made a motion to adopt the agenda as presented. Motion carried unanimously.
Feuling, seconded by Niskanen, made a motion to approve the minutes of the 11/05/2012 regular board meeting as written. Motion carried unanimously.
Niskanen, seconded by Dahlheimer, made a motion to authorize payment of claims 12247-12265 in the amount of $8,500.92, EFTPS of $968.16, totaling $10,148.40 and a transfer of funds from savings in the amount of $9,500.00. Motion carried unanimously.
CITIZEN’S CONCERNS: none
ENGINEER’S REPORT: Engineer Kuhn presented a recommendation and estimate for blacktop overlay projects for 2013. He is recommending that the board consider overlaying Lake Victoria Road at an estimated cost of $145,000 and E. Lake Geneva Road at an estimated cost of $128,000. Clerk Raisanen will present the board with a recommended amount to be spent in 2013.
PLANNING AND ZONING: Zoning Administrator Oleson stated that he, Chairman Alstead and Clerk Raisanen met with Attorney Paul Johnson to discuss Jack’s Family Recycling. They discussed possible options with regard to the operation of the business. Possible options include holding a public hearing to consider revoking the current CUP, revising the conditions of the existing CUP, or doing nothing. Zoning Administrator Oleson will attempt to get written notification from the MNPCA regarding the status of the e-waste permit and will talk to the business owner.
Zoning Administrator Oleson reported that it appears the dog grooming business is still operating without a conditional use permit in a residential area.
OLD BUSINESS: Clerk Raisanen reported that he had spoken with Carlos Township and LaGrand Township regarding animal control. Carlos township supervisors currently pick up stray dogs; however, there is not much demand. LaGrand Township is interested in finding out more information regarding costs.
NEW BUSINESS: Clerk Raisanen presented a quote from Alden Just Road Maintenance for Salt/Sand in the amount of $38.50/yd3 and extra salt for $150.00/ton. Douglas County’s cost is $44.16/ton. Dahlheimer, seconded by Feuling, made a motion to accept the quote provided by Alden Just Road Maintenance for salt/sand for the 2012/2013 winter season. Motion carried unanimously.
Supervisor Niskanen reported that the majority of the meeting at the MAT conference on Saturday was a business meeting.
Being no further business, Feuling, seconded by Niskanen, made a motion to adjourn the meeting. Meeting adjourned at 7:03 p.m.
