Minutes of the meeting of June 20, 2011

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 20th day of June, 2011 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Louis Ross, Jul Feuling, Joel Dahlheimer and Roger Thalman. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Ross at 6:00 p.m.

 

Feuling, seconded by Thalman, made a motion to adopt the agenda with the addition of animal control under new business. Motion carried unanimously.

 

Alstead, seconded by Feuling, made a motion to approve the minutes of the 06/06/2011 regular board meeting as written. Motion carried unanimously.

 

Thalman, seconded by Alstead, made a motion to authorize payment of claims 11149-11159 in the amount of $89,861.55, EFTPS of $836.10, for a total of $90,697.65 and a transfer of funds from savings in the amount of $90,000.00. Motion carried unanimously.

 

CITIZEN’S CONCERNS: none

 

PLANNING AND ZONING: No items

 

ENGINEER’S REPORT: Engineer Kuhn reported that the township had received two bids for the advertised blacktop projects. Central Specialties bid $620,244.75 and Mark Sand and Gravel Co. bid $890,260.75. Engineer Kuhn ranked the importance of the proposed projects as follows: Donway Drive, Shadow Lane, Misc. Patches, Geneva Golf Club Drive, S. Lake Geneva Rd. and SE Lake Victoria Rd. Clerk Raisanen reported that there was enough money in the blacktop fund to pay for approximately $400,000 of improvements this year. Alstead, seconded by Thalman, made a motion to accept the low bid provided by Central Specialties in the amount of $620,244.75. Supervisor Alstead asked if all of Shadow Lane needed to be blacktopped. Engineer Kuhn indicated that a portion may not have to be redone so the actual amount may be lower if the whole length is not redone. Chairman Thalman inquired if the amount would increase in the event not all the roads get done this year and the town waited until next year. Alstead, seconded by Thalman, amended the original motion to accept the low bid submitted by Central Specialties for the following roads: Donway Drive-$$85,041.75, Shadow Lane- $104,635.00, Patches-$122,975.00, and Geneva Golf Club Drive-$129,475.00 in the total amount of $442,126.75. The amended motion carried unanimously.

 

Supervisor Dahlheimer reported that the outlet to the E. Lake Geneva Drainage off of E. Lake Geneva Road has eroded and may require some additional riprap to repair. This drainage is located within a dedicated drainage easement. Engineer Kuhn was directed to inspect and obtain an estimate of needed repairs.

 

Engineer Kuhn reported that the residents located at 2428 Burgen Terrace have requested that the township construct a turnaround at the end of the road to prevent motorists from turning around in their driveway, which was previously discussed at a prior board meeting. Thalman, seconded by Alstead, made a motion to have Engineer Kuhn obtain quotes to construct a turnaround in the drainage easement area near the end of Burgen Terrace. Motion carried unanimously.

 

The residents of Geneva Estates have requested speed limit signs of 20 mph on Geneva Golf Club Drive near the pool area. Engineer Kuhn provided a summary of the rules regarding speed limits that the township has the authority to post. This request would require a speed study by the Minnesota Department of Transportation since it does not meet the definition of a rural residential road so therefore it defaults to 55 mph. Engineer Kuhn recommended that the township post 30 mph advisory signs below the curve signs in the area to try to slow traffic down. He also reported that the township would install “watch for children” signs if the association paid for the signs and installation. The board was in consensus to install the advisory signs.

 

NEW BUSINESS: Christin Klimek, Lakes Area Humane Society, was present to discuss animal control since the City will not be providing this service after July 1, 2011. She reported that the majority of the animals that end up at the humane society from Alexandria Township are brought by residents. During last year, the City of Alexandria’s animal control officer only responded to 12 calls regarding animals in Alexandria Township. The county sheriff should respond to calls in the case of a dangerous animal or one causing property damage. Chairman Ross and Clerk Raisanen will meet with the Sheriff to discuss animal control and sheriff department responses to residents’ calls.

 

An article will be placed in the next newsletter to discuss animal control.

 

Being no further business, Feuling, seconded by Thalman, made a motion to adjourn the meeting. Meeting adjourned at 6:45 PM.
