Minutes of the meeting of September 8, 2010
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 8th day of September, 2010 at the Alexandria Township Conference Room, 610 Fillmore Street.
ROLL CALL: Supervisors present were Bryon Alstead, Jul Feuling, Joel Dahlheimer, Roger Thalman and Louis Ross. Also present were Bonnie Fulghum, Deputy Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Thalman at 6:00 p.m.
Alstead, seconded by Dahlheimer, made a motion to adopt the agenda with the addition of discussion regarding the McKay Avenue drainage under old business. Motion carried unanimously.
Feuling, seconded by Alstead, made a motion to approve the minutes of the 8/16/2010 regular board meeting as written. Motion carried unanimously.
Dahlheimer, seconded by Alstead, made a motion to authorize payment of claims 10231 – 10244 in the amount of $18,225.01, net payroll of $5,455.31, totaling $23,680.32 and to authorize a transfer from savings into checking of $18,000.00. Motion carried unanimously.
PLANNING AND ZONING: Pollution Control Agency (PCA) Sewer Program Training. Chairman Thalman stated the PCA requires a township employee to complete approximately four hours of training that covers the basic elements of the PCA’s septic program. This training can be done via a series of webcasts. Motion by Feuling, seconded by Alstead, to approve Deputy Clerk Fulghum to complete the four-hour training series. Motion carried unanimously.
East Gate Preliminary Plat/Conditional Use Permit. Chairman Thalman stated that the planning commission had forwarded to the town board Dennis Conn’s preliminary plat application for East Gate, a CIC plat no. 238, First Supplemental CIC Plat along with a conditional use permit application for the planned unit development (PUD). He said this is a re-submittal of a previously approved application. The applicant was required to re-apply since the timelines for completion of these items was not met.
The preliminary plat and conditional use request is to allow the applicant to expand a previously approved non-residential PUD on the commercially-zoned property. The planning commission recommended approval with conditions. The conditions are unchanged from the prior (April 2008) preliminary plat approval.
Motion by Alstead, seconded by Feuling, to approve the East Gate preliminary plat and conditional use permit with the 13 conditions outlined in the staff report. Motion carried unanimously.
OLD BUSINESS: McKay Avenue drainage. Residents on both sides of McKay have complained about the lack of drainage. Chairman Thalman stated that the wetlands on the west side of McKay are full and have no outlet. Another resident on the west side felt her rental property was in danger of becoming flooded. Chairman Thalman said that there had been a proposal to have the water eventually drain into Lake LeHomme Dieu. This proposal would require easements from the landowners. The project never came to fruition as the affected landowners rejected it. The township and the county came to agreement that when the water reached a certain level, the county would pump the water off, with the town and the county splitting the cost. The consensus of the town board was to continue with the agreement they have in place with the county.
ENGINEER’S REPORT: Shadow Lane. A landowner on Shadow Lane complained of drainage concerns in his ditch and has asked the town to help alleviate the drainage. Chairman Thalman stated that our ditches are designed to hold water and, according to state statute, standing water is not the township’s responsibility unless it affects town roads. Supervisor Ross will meet with the resident.
Boys Avenue. Engineer Kuhn stated that residents in this area approached the city concerning blacktop for Boys Avenue. Since this road is not yet annexed, City Engineer Schoonhoven referred the matter to the township for consideration. Engineer Kuhn stated that the next step would be to order a feasibility study. Chairman Thalman said township policy is for the town to receive a petition from the affected landowners. The town board tabled further discussion until additional information was forthcoming from City Engineer Schoonhoven .
Engineer Kuhn stated that the patching projects are not all completed.
NEW BUSINESS: Winter Road Maintenance Contract. Deputy Clerk Fulghum stated that the current road maintenance contract expires September 30, 2010. The winter road maintenance contract would run from October 5, 2010 through March 31, 2011. Motion by Ross, seconded by Alstead, to direct the clerk to advertise for RFP’s for winter road maintenance. Motion carried unanimously.
Orderly Annexation Agreement. Supervisor Ross recommended establishing a planning committee to review the orderly annexation agreement as provided for in said agreement. Supervisors Ross and Dahlheimer will meet with the planning commission.
Being no further business, Ross, seconded by Feuling, made a motion to adjourn the meeting.
