Minutes of the meeting of March 15, 2010

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 15th day of March, 2010 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Louis Ross, Jul Feuling, and Roger Thalman. Also present were Bonnie Fulghum, Deputy Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Thalman at 6:00 p.m.

 

Alstead, seconded by Ross, made a motion to adopt the agenda as presented. Motion carried unanimously.

 

Feuling, seconded by Alstead, made a motion to approve the minutes of the 02/17/10 public hearing and the 03/01/10 regular board meeting as written. Motion carried. Supervisor Ross abstained.

 

Alstead, seconded by Feuling, made a motion to authorize payment of claims 10065-10082 in the amount of $7,171.91, net payroll of $734.21, totaling $7,906.12 and a transfer of funds from savings in the amount of $7,900.00. Motion carried unanimously.

 

CITIZEN’S CONCERNS: none

 

PLANNING AND ZONING: none

 

ENGINEER’S REPORT: Discussion ensued regarding the blacktopping of Neewana Beach Road. Engineer Kuhn stated that this road is the most heavily trafficked non-paved road. Chairman Thalman said that the township has the funding for paving and the installation of a box culvert.   From a public safety standpoint, the township could bear the whole cost or ask the golf course to cost-share. Supervisor Ross asked if a stop sign could be used as an alternative to the installation of a culvert. Supervisor Ross requested that this issue be tabled until the next meeting to allow time for Engineer Kuhn and Clerk Raisanen to address additional concerns raised during discussion.

 

OLD BUSINESS: none

 

NEW BUSINESS: Summer Road Maintenance Contract. Deputy Clerk Fulghum stated that the town had received one quote for summer road maintenance from Alden Just Road Maintenance. The contract will run from April 1, 2010 – September 30, 2010. Deputy Clerk Fulghum ascertained that the proposal included all the items requested in the request for proposals. The quote was as follows: grading of roads with a motor grader $73/hr; mowing of road ditches $60/hr; spraying weeds $58/hr (does not include cost of chemicals or product); sweeping roads $60/hr; sign installation $32/man hour; calcium chloride application $0.975/gal.; base fuel price is $2.739/gal. for dyed fuel and $2.969 for highway fuel. Ross, seconded by Alstead, made a motion to contract with Alden Just Road Maintenance for summer road maintenance for the period April 1, 2010 – September 30, 2010. Motion carried unanimously.

 

Lawn Mowing Contract. Deputy Clerk Fulghum stated that the town had received an estimate for 2010 for mowing of Woodland Park and the Manor Hills Park. She said that the town has contracted with Busy Bee Lawn Care since 2006 and their rates had remained stable for the past three years. Their rates would increase for 2010 as follows: Woodland Park lawn mowing $60/time; fall clean-up $280; spring clean-up/thatch $220; lawn mowing for the Manor Hills ballpark $60/time. Deputy Clerk Fulghum stated that the board is under no obligation to advertise for quotes due to the low dollar expenditure. The board has the option of accepting Busy Bee’s quote or they could advertise for quotes. Ross, seconded by Alstead, made a motion to contract with Busy Bee Lawn Care for the 2010 lawn mowing season according to the estimate supplied. Motion carried unanimously.

 

Being no further business, Ross, seconded by Alstead, made a motion to adjourn the meeting.

Meeting adjourned at 6:52 p.m.
