Minutes of the meeting of December 7, 2009

 

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 7th day of December, 2009 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Joel Dahlheimer and Roger Thalman. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Thalman at 6:09 p.m.

 

Alstead, seconded by Dahlheimer, made a motion to adopt the agenda as presented. Motion carried unanimously.

 

Alstead, seconded by Dahlheimer, made a motion to approve the minutes of the 11/16/09 regular board meeting as written. Motion carried unanimously.

 

Dahlheimer, seconded by Alstead, made a motion to authorize payment of claims 9330-9354 in the amount of $64,834.52, net payroll of $4,960.07, totaling $69,794.59 and a transfer of funds from savings in the amount of $63,000.00. Motion carried unanimously.

 

Clerk Raisanen distributed a copy of Schedule 1 for review.

 

CITIZEN’S CONCERNS: None

 

PLANNING AND ZONING: Zunker compliance. Clerk Raisanen stated that he has received correspondence concerning the proposed closure of the junkyard. The terms of the agreement between the township and Mr. Zunker were for 80 tons/year of material to be removed from the junkyard. So far, there are receipts for more than 100 tons of removed material. Mr. Zunker is currently over the amount of tonnage that was agreed upon to be removed at this point in time and therefore is in compliance with the settlement agreement.

 

Arlene Baumann property. At its last meeting the town had directed the zoning administrator to pursue the allegation that a mobile home on the property was never legally permitted. John Baumann stated that he has had a mobile home situated on the property since 1979. It has a chemical toilet thus requiring no sewer and has been, but is not currently, hooked up to water. Chairman Thalman reiterated that the township zoning ordinance stipulates that two dwellings (homes) are not allowed on the same parcel unless the second dwelling is attached to the main home, in which case a conditional use permit would then be required. Zoning Administrator Oleson said he could see a structure on the property in photos dating from 2007. Supervisor Alstead confirmed the presence of a mobile home on the property from the 1980s. Oleson stated that in researching the county ordinances and files, he could find no record of a mobile home ever being permitted. Chairman Thalman asked if the grandfather clause would be in place, thus making this a grandfathered non-conforming use. The town board agreed to allow the mobile home to be grandfathered in as a non-conforming use and to have the Baumann’s apply for a land use permit.

 

Jack’s Family Recycling Center update. Zoning Administrator Oleson stated that he had conducted a site visit to check on the rolloffs and semi-trailers in the rear of the property. All appeared to be in compliance.

 

Interim Use Ordinance.   Zoning Administrator Oleson discussed the changes the board had previously requested and presented the resolutions for passage.   Motion by Alstead, seconded by Dahlheimer to adopt resolution No. 09-05, a resolution adopting Alexandria Township Ordinance #121 (amended zoning ordinance) and repealing Alexandria Township Ordinance #119 (former zoning ordinance). Motion carried unanimously. Motion by Alstead, seconded by Dahlheimer, to adopt resolution No. 09-06, a resolution ordering the adoption of summary of Ordinance 121 and publishing a summary of the ordinance change. Motion carried unanimously.

Being no further business Alstead, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 6:35 p.m.
