Minutes of the meeting of 11-17-2008
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 17th Day of November 2008 at the Alexandria Township Conference Room, 610 Fillmore Street.
ROLL CALL: Supervisors present were Bryon Alstead, Louis Ross, Jim Casper, Joel Dahlheimer and Roger Thalman. Also present were Clerk Gregg Raisanen and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Thalman at 6:00 PM.
Alstead, seconded by Ross, made a motion to adopt the agenda with the addition of discussion about reflectors being placed in the road right of way under Citizen Concerns. Motion carried unanimously
Alstead, seconded by Dahlheimer, made a motion to approve the minutes of the regular board meeting of 11/03/08 as written. Motion carried unanimously.
Alstead, seconded by Ross, made a motion to authorize payment of claims 8362 – 8384 in the amount of $15,206.82. Motion carried unanimously.
CITIZEN CONCERNS: Keith Dougherty and Dennis Cinn, representing the Lake LeHommeDieu Lake Association, were present to discuss the failed dam located with Scenic Heights. They presented information that the dam was installed in 1970 by the developer to enhance the subdivision. Neither Douglas County nor the MN DNR have records indicating that a permit was issued to install the dam. Now that the dam has failed, large amounts of sediments are being deposited in Lake LeHommeDieu Dieu. They indicated that the association had written a letter to the President of the Scenic Heights Owners Association requesting that they take action to control the erosion. They inquired if the subdivision would have any responsibility for maintenance of this structure and if the township has any legal authority over enforcing it. Chairman Thalman reported that the township has no legal authority over this waterway and that the township would not be able to expend township money to correct the situation. Chairman Thalman will talk to the MAT attorneys to discuss the situation to determine if there is any action that can be taken. The flood board may discuss this issue at their next meeting.
Supervisor Alstead reported that he has seen instances where residents have been installing reflectors along the road surface within the road right of way. The board was in consensus to send the landowners a letter indicated that they have three days to remove the objects or the township will be removing them at the homeowner’s expense.
PLANNING AND ZONING: Zoning Administrator Oleson reported that the resolutions and ordinance changes would be ready for adoption at the next board meeting.
ENGINEER’S REPORT: Engineer Kuhn reported that he had sent a letter to Riley Brothers reporting a tire damage claim from a resident located on Maple Drive. Clerk Raisanen said that he had discussed this issue with Attorney Haseman who indicated that the township would not be liable for any damage in regard to this reported incident.
NEW BUSINESS: Clerk Raisanen provided the board a quote in the amount of $29.00/yd3 provided by Alden Just Road Maintenance for salt sand. Douglas County is charging $30.10/ton for salt sand this winter, which would equal approximately $39.00/yd3. Alstead, seconded by Dahlheimer, made a motion to accept the quote provided by Alden Just Road Maintenance for Salt Sand in the amount of $29.00/yd3. Motion carried unanimously.
Clerk Raisanen reported that Rod Eldevik’s term on the ALASD board expires at the end of December. The board requested that Clerk Raisanen contact Mr. Eldevik to determine if he is willing to serve an additional term.
Chairman Thalman reminded the board that the MAT annual conference is at Arrowwood this Friday and Saturday.
Being no further business, Ross, seconded by Casper, made a motion to adjourn the meeting. Meeting adjourned at 7:05 PM.
