Minutes of the meeting of March 27, 2017

A regular meeting of the Planning Commission of Alexandria Township was held on the 27th day of March, 2017 at the Alexandria Township Conference Room, 324 Broadway.

Roll Call: Commission members present were Shad Steinbrecher, Larry Steidl, Bill Dropik, Jr. and Linda Dokken-McFann. Also present were Bonnie Fulghum, Deputy Clerk, and Ben Oleson, Township Zoning Administrator. As said members formed a quorum and the meeting was called to order by Deputy Clerk Fulghum at 6:00 p.m.

Deputy Clerk Fulghum called for nominations for chairman. Dokken-McFann nominated Larry Steidl as chairman. Nominations ceased. Steinbrecher, seconded by Dokken-McFann, made a motion to nominate Steidl as chairman. Motion carried. The meeting was turned over to Chairman Steidl.

Chairman Steidl called for nominations for vice-chair. Steinbrecher nominated Linda Dokken-McFann as vice-chair. Nominations ceased. Steinbrecher, seconded by Steidl, made a motion to nominate Dokken-McFann as vice-chair. Motion carried.

Agenda: Dokken-McFann, seconded by Steinbrecher, made a motion to approve the agenda as written. Motion carried unanimously.

Minutes: Dokken-McFann, seconded by Steinbrecher, made a motion to approve the minutes of the 1/23/2017 meeting as written. Motion carried unanimously.

Zoning Administrator’s Report: The commission asked Zoning Administrator Oleson to provide a list of plats with lots for sale within the township and, if possible, county-wide. They also asked Oleson to provide a listing of permitted applications at each meeting.

Commissioner Dropik joined the meeting.

New Business: Oleson asked the commission to clarify in what circumstances a used building would (or would not) require a conditional use. At present, it is at the discretion of the zoning administrator. Dokken-McFann suggested the following criteria be applied as a litmus test: a) that the building be structurally sound; b) that a timeframe be specified (normally six months); and c) that the building be approved for a building permit prior to its being moved onsite. If a building did not meet the criteria, it would require a conditional use permit. Consensus to establish a policy using the criteria specified above.

Oleson stated he had received an inquiry about tiny homes being allowed in the township. The township’s zoning ordinance does not currently allow tiny homes. Oleson to consult with the county and let them know the township is interested in collaborating on this topic.

Adjournment: Being no further business Dropik, seconded by Steinbrecher, made a motion to adjourn the meeting. Meeting adjourned at 7:29 p.m.
