Minutes of the meeting of April 18, 2016
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 18th day of April, 2016 at the Alexandria Township Conference Room, 324 Broadway.
ROLL CALL: Supervisors present were Jul Feuling, Jeff Oberg, Joel Dahlheimer and Rod Eldevik. Also present were Bonnie Fulghum, Deputy Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chair Feuling at 6:00 p.m.
Chair Feuling recessed the regular board meeting and opened the Board of Adjustment meeting at 6:02 p.m.
The regular board meeting reconvened at 6:32 p.m.
Dahlheimer, seconded by Oberg, made a motion to adopt the agenda with the addition of the Zunker scrapyard update under Old Business. Motion carried unanimously.
Oberg, seconded by Dahlheimer, made a motion to approve the minutes of the 03/21/2016 Board of Adjustment meeting as written. Motion carried unanimously.
Dahlheimer, seconded by Eldevik, made a motion to approve the minutes of the 03/21/2016 regular board meeting as written. Motion carried unanimously.
Dahlheimer, seconded by Eldevik, made a motion to authorize payment of claims 16068-16074 in the amount of $12,822.69, EFTPS $1,398.75 totaling $14,221.44 with no transfer of funds from savings. Motion carried unanimously.
CITIZEN’S CONCERNS: none
PLANNING AND ZONING: The board considered the variance application submitted by Christopher Guarneri to construct a 10′ x 24′ storage building approximately 21 feet from Lake Victoria (minimum 50 feet required) and 20 feet from a road right of way (minimum 32 feet required). Impervious coverage to be reduced from 39.4% to 37.7% (maximum 25% allowed). Proposed shed to replace an existing shed located approximately 6.8 feet from the lake. The property is located at 1720 E. Lake Victoria Road SE. The variance request was discussed at the Board of Adjustment public hearing held at 6:02 p.m. on April 18, 2016. Dahlheimer, seconded by Eldevik, made a motion to approve the Guarneri variance request as depicted in the staff report and to include the findings of fact and, as conditions of approval, the two staff recommendations outlined in the staff report. Roll: Oberg, Dahlheimer, Eldevik, Feuling — yes. Opposed: none. Motion carried unanimously.
The board considered a variance application submitted by Leon Westbrock on behalf of the Leon E. and Patricia M. Westbrock Family Limited Partnership to create a two lot subdivision where the lot width at the public road will be 77 feet for each lot (minimum of 100 feet required). The property is located at 1512 Maple Drive SE. The variance request was discussed at the Board of Adjustment public hearing held at 6:12 p.m. Dahlheimer, seconded by Eldevik, made a motion to deny the Westbrock variance request based on the findings of fact and staff recommendations as outlined in the staff report and in particular noting nos. 1 and 3(b) of the Alexandria Township Board of Supervisors Minutes — 04/18/2016 staff recommendations. Roll: Oberg, Dahlheimer, Eldevik, Feuling — yes. Opposed: none. Motion carried unanimously.
Zoning Administrator Oleson reported that the township had received another complaint regarding animals “running at large” in unplatted areas of the township. The town had visited this issue in the past and noted that the township ordinance covers platted areas only and that a state statute covers these larger animals in unplatted areas. The complainant provided a written log of dates/times the animals have trespassed onto his property and will provide pictures. Oleson to confer with the town clerk.
ENGINEER’S REPORT: Engineer Kuhn reported that the Victoria Estates project is moving forward.
Engineer Kuhn stated that the county has denied the township’s request to use the county right-of-way for the turnaround off of Sioux Lane. The board discussed the size needed for the turnaround. At present District 206 has no buses going down this road. Consensus to peruse this topic at the next meeting.
OLD BUSINESS: Township Attorney Paul Johnson provided an update on the Zunker scrapyard situation. He stated that he and Clerk Raisanen viewed the property ten days ago and confirmed that the clean-up process has not been accomplished. There is concern that the landowner does not have the financial means to finish the task, and thus the township may nee to complete the process. As of this date, a letter has not been sent to the landowner. Attorney Johnson stated that the letter should stipulate the town be allowed to remove the items, especially as we are well past any deadlines. Supervisor Oberg asked if the letter would specify what the landowner would be allowed to retain; the ingots, etc. Also, any vehicles would need to be operable, licensed and currently insured. Feuling, seconded by Oberg, made a motion to have legal counsel take all legal actions necessary to enforce the existing judgment and to authorize the town clerk and legal counsel to arrange for clean-up of the property if not completed within the next thirty (30) days. Motion carried unanimously.
Chair Feuling requested that any website revisions be submitted to the clerk by Wednesday, April 20th, close of business.

Being no further business, Eldevik, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 7:21 p.m.
