Minutes of the meeting of August 21, 2017

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 21st   day of August, 2017 at the Alexandria Township Conference Room, 324 Broadway.

ROLL CALL:  Supervisors present were Jerry Wright, Joel Dahlheimer, Rod Eldevik and Linda Dokken-McFann.  Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer.  As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.

Chair Eldevik closed the regular board meeting and opened the board of adjustment meeting at 6:02 PM.  Mark and Mary Sponsler applied for a variance to allow construction of an attached garage located approximately 7 feet from the side property line at 16 Freedom Road. The addition is approximately 10-15 feet from a railroad right of way and a portion of the existing driveway is within the State of Minnesota rail bank.  A title opinion was made when the present owners purchased the property in 2010 and no concerns were raised regarding the location of the driveway.  The owners desire to keep the location of the existing driveway and are aware that it is located on the State of Minnesota property.

Chair Eldevik closed the board of adjustment meeting and reconvened the regular board meeting at 6:15 PM.

Dahlheimer, seconded by Dokken-McFann, made a motion to adopt the agenda as presented.  Motion carried unanimously.

Dokken-McFann, seconded by Wright, made a motion to approve the minutes of the 8/07/2017 regular board meeting as written.  Motion carried unanimously.

Dahlheimer, seconded by Wright, made a motion to authorize payment of claims 17151-17156 in the amount of $9,097.01, EFTPS $1,005.28, totaling $10,102.29. Motion carried unanimously.

CITIZEN’S CONCERNS:  none

PLANNING AND ZONING: The board considered the variance application submitted by Mark and Mary Sponsler to build a new attached garage within approximately 7 ft. of a property line located at 16 Freedom Road,  Dokken-McFann, seconded by Wright, made a motion based on findings of fact to approve the variance application submitted by Mark and Mary Sponsler with the condition that the applicant will maintain the existing drainage and to not have any other drainage that negatively impacts neighboring properties.  Motion for:  Wright, Dahlheimer, Dokken-McFann, and Eldevik.  Against: None.  Motion carried unanimously.

Zoning Administrator Oleson presented an amended zoning ordinance reflecting proposed changes to the zoning ordinance permitting electronic message display signs within commercial and industrial zoned areas of the township.  Dahlheimer, seconded by Wright, made a motion to adopt Resolution 17-03, a resolution adopting Alexandria Township Ordinance 130 and repealing Alexandria Township Ordinance 128.  Motion for:  Wright, Dahlheimer, Dokken-McFann, and Eldevik.  Against: None.  Motion carried unanimously.

Dahlheimer, seconded by Dokken-McFann, made a motion to adopt Resolution 17-04, a resolution ordering adoption of summary of Ordinance 130 zoning ordinance.  Motion for:  Wright, Dahlheimer, Dokken-McFann, and Eldevik.  Against: None.  Motion carried unanimously.

The board discussed the cleanup of Jack’s Family Recycling property.

Clerk Raisanen reported that Attorney Johnson was sending a letter to Judy Zunker outlining the remaining items to be completed to ensure compliance with the court order regarding the cleanup of their property. The letter had initially been delayed due to the death of Dick Zunker.

Zoning Administrator Oleson reported that Mark Anderson, the anticipated buyer of the Tyler Sjoman property, had the property surveyed and found that the impervious percentage was 34%.  The board directed Zoning Administrator Oleson to send to the current property owner notice to reduce the impervious area to 25% or less within 30 days.

ENGINEER’S REPORT:  Engineer Kuhn and the board discussed the option of rout and sealing paved township roads.  Kuhn had received a revised quote from the original contractor that was less than previously submitted due to a mathematical error.  Dokken-McFann, seconded by Dahlheimer, authorized Engineer Kuhn to proceed with obtaining additional quotes to rout and seal blacktopped township roads for their future consideration.  Motion carried unanimously.

Engineer Kuhn reported that the road improvement project was complete and that it appears  the contractor did a great job patching and overlaying the blacktop roads.

NEW BUSINESS:  None.

Being no further business, Dahlheimer, seconded by Dokken-McFann, made a motion to adjourn the meeting. Meeting adjourned at 7:46 p.m.
