Minutes of the meeting of December 22, 2017
A special meeting of the Board of Supervisors of Alexandria Township was held on the 22nd day of December, 2017 at the Alexandria Township Conference Room, 324 Broadway.
ROLL CALL: Supervisors present were Jeff Oberg, Joel Dahlheimer, Rod Eldevik, Linda Dokken-McFann and Jerry Wright. Also present was Gregg Raisanen, Clerk. As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 9:50 a.m.
The purpose of the meeting was to meet with a representative of the Minnesota Pollution Control Agency to discuss the current status of the property previously used as Jack’s Family Recycling and to determine what will be done in the future. One additional agenda item was added to approve the designation of the Alexandria Township polling place in 2018.
Candice Sykora from the MPCA was present and provided an overview of actions that the MPCA had completed on the property previously. The MPCA revoked the electronic recycling permit in 2010 and performed some soil testing on the property. They found the presence of crushed CRT glass and other glass on top of the soil. Soil testing found low levels of metals. No additional testing has been completed since 2010. They were not present during the initial cleanup of the site in 2017 completed by the current property owner.
She said the current owner could enroll in the Brownfield program to voluntarily conduct additional testing of the soil if they chose with MPDCA review.
She gave a couple of options that could be done in the future. The township could request filing an environmental deed of notification on the property. This would provide notification to buyers of the property’s prior use. The township could request an environmental covenant be placed on the land which would require approval from the current landowner. This would be a more restrictive future use of the property. The township could contact the Department of Health to have them complete water testing from wells close to the property.
Supervisor Oberg recommended the township consider the following actions: request the deed notification, complete water sampling, request that Viking Bank consider completing a site assessment of the property, complete phase 1 cleanup of the property and permit placing an environmental covenant on the property.
Wright, seconded by Dahlheimer, made a motion to approve Resolution 17-5, a resolution designating Good Shepherd Lutheran Church as the 2018 polling location for Alexandria Township. Motion carried unanimously.
Dahlheimer, seconded by Dokken-McFann, made a motion to adjourn the meeting. The meeting was adjourned at 11:15 AM.
