Minutes of the meeting of March 21, 2022
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 21st day of March, 2022 at the Alexandria Township Conference Room, 324 Broadway and via teleconference.
ROLL CALL: Supervisors present were Jeff Oberg, Rod Eldevik, Dennis Butz and Jerry Wright. Also present were Gregg Raisanen, Clerk, with Mona Billmark, Treasurer attending by teleconference. As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.
Butz, seconded by Wright, made a motion to adopt the agenda as presented. Motion carried unanimously.
Wright, seconded by Butz, made a motion to approve the minutes of the 03/7/2022 regular board meeting as written. Motion carried unanimously.
Wright, seconded by Butz, made a motion to authorize payment of claims 22049 – 22061 in the amount of $5,048.88, net payroll $775.74, EFTPS $1,469.04 totaling $7,293.66 and a transfer of funds from savings of $5,000.00. Motion carried unanimously.
CITIZEN’S CONCERNS: None
PLANNING AND ZONING: The board reviewed the conditional use permit application submitted by Mark Medenwald for an after-the-fact conditional use. Attorney Brit Brouillard, representing Mr. Medenwald, is requesting the application for the conditional use permit be rescinded and that the new owner of the property be allowed 60 days to modify the existing structure to meet the guidelines for existing zoning. Oberg, seconded by Butz, made a motion to approve this request providing the new owners of the property grant Zoning Administrator Oleson permission to enter the property to inspect and ensure compliance. Motion carried unanimously. Oberg, seconded by Butz, made a motion to retable the original conditional use application until the next meeting. Motion carried unanimously.
ENGINEER’S REPORT: Bids for township blacktop projects will be opened on March 31, 2022 at 11:00 am.
OLD BUSINESS: Clerk Raisanen reported advertisements for a summer road maintenance contract were made and one quote was received, submitted by Alden Just Road Maintenance. All criteria requested in the RFP have been met. Quoted amounts were as follows: Grading of , Roads $113.00/hr., Mowing $86.00/hr., Spraying Weeds $86.00/hr., Sweeping Roads $86.00/hr. and Sign Installation $42.00/hr/worker with base fuel prices of $4.691/gal. for off-road fuel and $4.884/gal. for highway fuel with 12-cent increments @ $1/hr. fuel adjustment for $0.12/gal. increase in fuel prices These amounts were approximately $11/hr. higher than last year; however, diesel fuel is currently $1.75/gallon higher than last year at this same time. Wright, seconded by Butz, made a motion to contract with Alden Just Road Maintenance for the period April 1, 2022-September 30, 2022 at the quoted amounts. Motion carried unanimously.
NEW BUSINESS: Clerk Raisanen reported the septic inspection services contract with Douglas County will be expiring. Wright, seconded by Butz, made a motion to contract with Douglas County for septic inspection services. Motion carried unanimously.
The board discussed the recent township election. Clerk Raisanen reported the Douglas County Auditor’s Office and the election judges inquired if Alexandria Township would be interested in moving from a March township election to the November general election. This would have to be brought to the voters at a future election. Clerk Raisanen will find out more information regarding the possible shortening of the voter hours and it will be discussed at a future meeting.
Being no further business, Butz, seconded by Wright, made a motion to adjourn the meeting. Meeting adjourned at 6:34 p.m.
