Minutes of the meeting of July 5, 2023
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 5th day of July, 2023 at the Alexandria Township Conference Room, 324 Broadway and via teleconference.
ROLL CALL: Supervisors present were Jeff Oberg, Joel Dahlheimer, Rod Eldevik, Dennis Butz and Jerry Wright. Also present were Gregg Raisanen, Clerk, with Mona Billmark, Treasurer, attending remotely. As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.
Oberg, seconded by Wright, made a motion to adopt the agenda with the addition of deputy clerk under New Business. Motion carried unanimously.
Wright, seconded by Butz, made a motion to approve the minutes of the 6/21/23 regular board meeting as written. Motion carried unanimously.
Butz, seconded by Dahlheimer, made a motion to authorize payment of claims 23107 – 23115 in the amount of $119,317.69, net payroll $4,825.18 totaling $124,142.87 with a transfer of funds from savings of $121,000.00. Motion carried unanimously.
CITIZEN’S CONCERNS: none
PLANNING AND ZONING: Zoning Administrator Oleson reported a meeting with the landowner on E. Lake Geneva Road has not yet occurred.
Oleson stated he has researched the township’s ordinance regarding garage sales. The ordinance does not specifically prohibit these sales. He recommends either changing the ordinance or establish a policy with guidelines to limit the number of sales annually per parcel.
ENGINEER’S REPORT: Clerk Raisanen reported he and Engineer Kuhn reviewed possible overlay projects for this year. Engineer Kuhn will compile a listing of recommended projects for the next meeting not to exceed a total cost of $175,000, including the Liberty Road project.
OLD BUSINESS: none
NEW BUSINESS: Clerk Raisanen recommended all the ARPA revenue received from the federal government be transferred from the General Fund to the Blacktop fund. Last year’s blacktop projects were paid from the blacktop fund and Clerk Raisanen reported the ARPA money was used for road improvements. Dahlheimer, seconded by Butz, made a motion to transfer all the ARPA funds received from the general fund to the blacktop fund. Motion carried unanimously.
Clerk Raisanen stated Mark Meuwissen, a resident on West Lake Jessie Road, has expressed interest in assuming the clerk position. Raisanen will be appointing Mr. Meuwissen to the Deputy Clerk position until spring of 2024, thereby providing support as he assimilates the clerk’s duties. Raisanen also recommended the deputy clerk position be paid 20% of the monthly stipend at $175.00/month. Oberg, seconded by Butz, made a motion to pay $175/month for the deputy clerk position. Motion carried unanimously.
Being no further business, Oberg, seconded by Butz, made a motion to adjourn the meeting.
Meeting adjourned at 6:25 p.m.
