Minutes of the meeting of July 1, 2024

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 1st day of July, 2024 at the Alexandria Township Conference Room, 324 Broadway and via teleconference.

ROLL CALL:  Supervisors present were Jeff Oberg, Joel Dahlheimer, Rod Eldevik, Dennis Butz and Jerry Wright.  Also present was Mark Meuwissen, Clerk.  As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.

Oberg, seconded by Butz, made a motion to adopt the agenda with the addition of City of Nelson annexation under Old Business.  Motion carried unanimously.

Wright, seconded by Dahlheimer, made a motion to approve the minutes of the 6/17/2024 regular board meeting as written.  Motion carried unanimously.

Dahlheimer, seconded by Butz, made a motion to authorize payment of claims 24134 – 24141 in the amount of $123,895.70, net payroll of $4,889.36 totaling $128,785.06 with a transfer of funds from savings of $120,000.00.  Motion carried unanimously.

CITIZEN’S CONCERNS: none

PLANNING AND ZONING:  Zoning Administrator Oleson provided an update on the motocross situation on S. Lake Jessie Road.  He stated one of the residents had supplied pictures and videos taken from their yard.  Oleson noted that some of the pictures showed noxious weeds.  Supervisor Dahlheimer stated he would follow up on the weed issue.

Oleson further clarified that the complaint was not about the time of the activity, but more about the excessively loud motors on the motorbikes.  The complaint suggested the activity was beyond a reasonable use of the property and the noise interfered with the neighboring properties’ use and enjoyment of their own property.  The video supplied was not enough to determine whether the sound level exceeded any particular ordinance or laws.  Supervisor Oberg stated the town would need more tangible information before they could take further action.  Oberg volunteered to have the residents contact him the next time the motocross track is used, and he will meet the residents at the location to gain firsthand insight on the noise level.

Treasurer Billmark joined the meeting via teleconference.

Oleson reported the township attorney is coordinating efforts with the county to determine if some of the issues with the Norris property on Maple Drive would fall under the county’s ordinances.

ENGINEER’S REPORT:  Engineer Kuhn reported the town had received four bids for the 2024 road improvement project which consists of overlaying Maple Drive, West Lake Jessie Drive and Queens Road.  He stated Mark Lee Asphalt presented the low bid at $592,378.56. His recommendation is to accept the low bid, which was under the engineer’s estimate.  The other bids came in at $675,000, $697,000 and $919,911.71.  Dahlheimer, seconded by Oberg, made a motion to approve the low bid of $592,378.56 from Mark Lee Asphalt to overlay the areas of Maple Drive, West Lake Jessie Drive and Queens Road.  Roll:  Dahlheimer, Butz, Wright, Oberg, Eldevik – yes.  Opposed:  none.  Motion carried unanimously.

NEW BUSINESS:  none

OLD BUSINESS:  Supervisor Oberg provided a summarization of the public hearing regarding the potential annexation by the City of Nelson of the Tischer property.  The City of Nelson ultimately voted unanimously to approve the annexation.  Dahlheimer, seconded by Oberg, made a motion to direct the township attorney to commence legal action opposing the annexation by the City of Nelson. Clerk Meuwissen was requested to contact the township attorney with the board’s directive and to get an estimate of costs to fight the annexation.

Being no further business, Chairman Eldevik adjourned the meeting at 6:49 p.m.
