A regular meeting of the Planning Commission of Alexandria Township was held on the 19th day of December, 2012 at the Alexandria Township Conference Room, 610 Fillmore Street.
Roll Call: Commission members present were Roger Thalman, Larry Steidl, Linda Dokken-McFann and Lyle Hammerschmidt. Also present were Bonnie Fulghum, Deputy Clerk, and Ben Oleson, Township Zoning Administrator. As said members formed a quorum and the meeting was called to order by Chairman Hammerschmidt at 6:00 p.m.
Agenda: Steidl, seconded by Thalman, made a motion to approve the agenda as written. Motion carried unanimously.
Minutes: Thalman, seconded by Dokken-McFann, made a motion to approve the minutes of the 11/26/2012 meeting as written. Motion carried unanimously.
Public Hearing: none
New Business: none
Old Business: Oleson presented a final draft of the septic system regulations. Motion by Dokken-McFann, seconded by Steidl, to recommend approval of Section VI. Sanitation – Subsurface Sewage Treatment Systems of the zoning ordinance. Motion carried unanimously.
Oleson presented a draft of the sign ordinance for review. The commission chose to make the following changes: On page 7, 7. Temporary Signs, add 7a. iv. which will include a sentence reflecting they will be permitted upon notification. Temporary signs in place longer than one year will require notification to the town board. No permit is required.
On page 8, 8.b. change to: Setbacks. All sign setbacksas required by this ordinance shall be measured to the closest part of the sign.
On page 8, 8.c. change to: Height. All maximum heights as required by this ordinance shall be measured to the highest vertical extent of the sign.
On page 9, h.ii., keep with denoted change.
On page 10, 10.a.i.2 – delete
On page 11, 10.v.2 – change to “allowed”
On page 11, b.i.1 – change to 32 sq ft maximum size
On page 11, b.ii.2 – change to 32 sq ft maximum size
On page 11, b.ii.3 – Oleson to conduct research into requiring an interim use permit
On page 12, Rural Preservation District – same requirements as the Rural Residential District
On page 14, iv. 3. – eliminate a. and b. and replace with a sentence of maximum height up to 35 ft.
Zoning Administrator’s Report: Zoning Administrator Oleson reported that Jack’s Family Recycling Center is storing materials in places not allowed under their CUP. The town board elected to set up a panel comprised of two township supervisors, two planning commission members and Oleson to discuss available options. Commissioners Steidl and Hammerschmidt volunteered to serve on this panel. Alstead and Feuling will be the township board representatives.
Commissioner Hammerschmidt inquired as to the status of the alleged CUP violation for Highway 27 Auto Sales. Oleson stated that he will be sending out a letter outlining the conditions of the CUP which allows for a maximum of 15 cars. It appears that the lot has held more than 20 cars at one time.
Commissioner Steidl reported that the used car lot on Hwy 27E , Dun Rite Auto Body, no longer exists.
Adjournment: Being no further business Dokken-McFann, seconded by Thalman, made a motion to adjourn the meeting. Meeting adjourned at 7:45 p.m.
