Douglas County Policy on Impervious Surfaces. Zoning Administrator Oleson stated that the county makes a distinction between woven fabric (deemed impervious) and non-woven fabric (deemed pervious). To date the township has considered all fabric impervious. With regard to paver stones, Oleson said the county deems paver stones 50% pervious; currently the township considers paver stones 100% impervious. The commission discussed adopting the county’s stance of allowing a percentage of paver stones as pervious.
