Minutes of the meeting of February 3, 2014
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 3rd day of February, 2014 at the Alexandria Township Conference Room, 610 Fillmore Street.
ROLL CALL: Supervisors present were Bryon Alstead, Lyle Hammerschmidt, Joel Dahlheimer and Russell Niskanen. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Alstead at 6:00 p.m.
Hammerschmidt, seconded by Niskanen, made a motion to adopt the agenda with the addition of Airway Acres cul-de-sac under Planning and Zoning. Motion carried unanimously.
Hammerschmidt, seconded by Dahlheimer, made a motion to approve the minutes of the 1/22/2014 regular board meeting as written. Motion carried unanimously.
Niskanen, seconded by Dahlheimer, made a motion to authorize payment of claims 14026 – 14036 in the amount of $30,199.37, net payroll $4,799.15 for a total of $34,998.52 and a transfer of funds from savings in the amount of $29,000.00. Motion carried unanimously.
CITIZEN’S CONCERNS: none
PLANNING AND ZONING: Airway Acres cul-de-sac. Clerk Raisanen reported that Larry Steidl has expressed his intent of moving forward with the variance he had discussed with the board at its last meeting. Clerk Raisanen stated that an alternative to a variance would be the creation of a cul-de-sac. He suggested contacting a neighboring property owner, Victor Roob, to see if he would be amenable to granting land for this purpose. It was noted that years ago Mr. Roob had approached the town about creating a cul-de-sac (as opposed to the existing turnaround) and his request was denied. The denial was based upon projected transportation needs. Those projections have since shifted in the intervening years and thus the cul-de-sac is now a viable option. Clerk Raisanen will contact Mr. Roob.
ENGINEER’S REPORT: Chairman Alstead was approached by a resident inquiring if the town utilized the product Base One on our township gravel roads. Engineer Kuhn stated that it has been used on Neewana Beach Road and has held up well. Advantages to using the product are: 1) the road needs to be bladed less frequently, 2) the road will hold its shape and have less of a washboard effect, and 3) it provides a measure of dust control. Engineer Kuhn to research and provide estimates on the costs of using Base One on other township gravel roads.
OLD BUSINESS: none
NEW BUSINESS: 2015 budget. Clerk Raisanen reported that the budget committee met and put a proposed budget together for 2015 in the amount of $732,240 which is an increase of 1% compared to 2014. He requested that the board review the budget and the proposed levy for future adoption.
Clerk Raisanen recommended that the following persons be appointed as election judges: Darlene O’Brien, Barb Sather, Brian Wagner, Mona Billmark, Paul Stennes and Verla Schwendemann, with Darlene O’Brien as head judge. Alstead, seconded by Niskanen, made a motion to appoint the recommended individuals as election judges for the 2014 township election. Motion carried unanimously.
Being no further business, Hammerschmidt, seconded by Niskanen, made a motion to adjourn the meeting. Meeting adjourned at 6:33 p.m.
