Minutes of the meeting of March 21, 2011

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 21st day of March, 2011 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Roger Thalman, Louis Ross, and Joel Dahlheimer. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Clerk Raisanen at 6:00 p.m.

 

Supervisor Thalman nominated Louis Ross to be Chairperson for the year. No other nominations were made and a unanimous ballot was cast for Louis Ross for Chairperson.

 

The meeting was turned over to Chairman Ross.

 

Supervisor Thalman nominated Bryon Alstead to be Vice-Chairperson for the year. No other nominations were made and a unanimous ballot was cast for Bryon Alstead for Vice-Chairperson.

 

Dahlheimer, seconded by Thalman, made a motion to adopt the agenda with the addition of item 4- correspondence from the City of Alexandria under New Business. Motion carried unanimously.

 

Alstead, seconded by Dahlheimer, made a motion to approve the minutes of the 03/07/2011 regular board meeting and the 03/08/2011 board of canvas meeting as written. Motion carried unanimously.

 

Thalman, seconded by Alstead, made a motion to authorize payment of claims 11064-11078 in the amount of $4,467.91, EFTPS of $902.49, totaling $5,370.40. Motion carried unanimously.

 

CITIZEN’S CONCERNS: none

 

PLANNING AND ZONING: The board discussed the proposed amendments to the zoning ordinance that was tabled from the previous town board meeting. The board discussed the concerns regarding the requirement for home occupations. Zoning Administrator Oleson indicated that the fee schedule would be considered separately and could be adjusted for re-applications of a conditional use permit if required. Dahlheimer, seconded by Thalman, made a motion to adopt resolution 11-02, a resolution adopting zoning ordinance 123 and repealing zoning ordinance 122. Roll call: For, Alstead, Thalman, Dahlheimer, Ross. Against: none. Motion carried.

 

Alstead, seconded by Thalman, made a motion to adopt Resolution 11-03, a resolution approving the summary of ordinance 123. Roll call: For, Alstead, Thalman, Dahlheimer, Ross. Against: none. Motion carried.

 

 

ENGINEER’S REPORT: Engineer Kuhn recommended that the township purchase and place 5,000 tons of gravel on the gravel roads this year. The board was in consensus and directed Engineer Kuhn to obtain at least two quotes for gravel.

 

 

Clerk Raisanen recommended that the board request quotes for Calcium Chloride. Engineer Kuhn reported that the county is using Magnesium Chloride on some roads for cost savings. The board requested quotes for both materials and to provide a summary regarding the advantages of each.

 

NEW BUSINESS: Clerk Raisanen reported that a request for proposals for summer road maintenance services was advertised and the township received one RFP. Alden Just Road Maintenance submitted a RFP and met all the requirements listed. They quoted the following rates for summer road maintenance: Grading of roads with a motor grader: $74.00/hr., Mowing road ditches: $61.00/hr., Spraying of Weeds: $58.00/hr., Sweeping of Roads: $62.00/hr., Sign installation and other maintenance $32.00/worker hr. Base fuel rates are $3.859 for dyed fuel and $3.979 for highway fuel with a $1.00/hr. fuel adjustment for $0.12/gallon increase in fuel prices. Thalman, seconded by Alstead, made a motion to contract with Alden Just Road Maintenance for summer road maintenance services at the quoted prices in the proposal. Motion carried unanimously.

 

Clerk Raisanen provided quotes from 4 companies for sign replacements: M&R signs quoted $2,870.38, Thompson Sign quoted $3,228.45, Earl Anderson quoted $3,772.33 and the City of Alexandria quoted $4,331.60. Alstead, seconded by Dahlheimer, made a motion to accept the low quote in the amount of $2,870.38 by M&R signs for sign replacements. Motion carried unanimously.

 

Clerk Raisanen reported that John Knowles’s and Julie Haar’s term on the planning commission has expired and both are willing to serve an additional term. Alstead, seconded by Dahlheimer, made a motion to appoint John Knowles and Julie Haar to three-year terms on the Alexandria Township Planning Commission. Motion carried unanimously.

 

Supervisor Thalman reported that he had received an email correspondence forwarded by the City of Alexandria from Gerald M. and Jean Brostrom, 595 S. Darling Lane. They wrote that they are not in favor of the extension of the city water line to their property located at 595 S. Darling Lane.

 

Thalman, seconded by Alstead, made a motion to authorize attendance by Clerk Raisanen and a supervisor to the Urban Short Course on April 21, 2011. Motion carried unanimously.

 

Being no further business, Alstead, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 7:05 PM.
