Minutes of the Local Board of Appeals and Equalization
April 10, 2025
The Local Board of Appeals and Equalization meeting was held the 10th day of April, 2025 at the Douglas County Courthouse, Conference Room C.
ROLL CALL: Supervisors present were Rod Eldevik, Joel Dahlheimer, and Jeff Oberg. Also present were Mark Meuwissen, Clerk. Said members formed a quorum and the meeting was called to order by Chairman Eldevik at 9:04 a.m.
The purpose of the Local Board of Appeals and Equalization is to provide a fair and objective forum for property owners to appeal their assessed valuation used in the calculation of their property taxes and for the Board to determine whether property in the jurisdiction has been properly valued and classified by the Assessor.
Appellants: None
Chairman Eldevik turned the meeting over to County Assessor Stacy Honkomp and Steve Christenson, Assistant County Assessor, to discuss the assessment process and notable trends. For the township, assessed values went up at 3.8%. No single class of property varied significantly from the Township average increase. New construction was valued at just over 11 million dollars and represents 1.6% of the total assessed value. New construction compares to the previous year at just over 15 million dollars.
Assessor Honkomp provided lists of individual sales with a combined sales ratio by classification. Honkomp believes the Township’s actual sales in 2024 compared to their assessed value results in a sales ratio in compliance with the State’s statutory range.
Having reviewed assessed values and classifications, the Board had no further questions. Dahlheimer, seconded by Oberg, made a motion to adjourn the meeting. Motion passed unanimously and Eldevik adjourned the meeting at 9:43 a.m.
