Minutes of the meeting of 4-16-2007

 

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 16th Day of April 2007 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Jim Casper, Joel Dahlheimer and Roger Thalman. Also present were Clerk Gregg Raisanen and Mona Billmark, Treasurer. Also present was Jeff Kuhn, Township Engineer and Ben Oleson, Township Zoning Administrator. As said members formed a quorum and the meeting was called to order by Chairman Thalman at 7:30 PM.

 

Alstead, seconded by Casper, made a motion to adopt the agenda with the addition of discussion about King’s Rd. Motion carried unanimously.

 

Alstead, seconded by Casper, made a motion to approve the minutes of the April 2, 2007 regular board meeting as written. Motion carried unanimously.

 

Dahlheimer, seconded by Casper, made a motion to authorize payment of claims 7103-7120 in the amount of $28,272.93 and net payroll in the amount of $480.22 for a total of $28,753.15 and authorize the transfer of $10,000.00 from the savings into the checking account. Motion carried unanimously.

 

Bruce Jasperson, Alexandria City Building Department, was present to discuss future enforcement of the State Building Code. Ben Oleson reported that he had met with representatives of the City of Alexandria and agreement was made on a process for issuing future building permits within the two-mile radius of the city. The township would provide the application and after the city has reviewed the plans, they would determine the cost of the permit and the township would collect the fees and issue the permit. The board inquired of the advantages of enforcement of the building code throughout the entire township. Bruce Jasperson indicated that from his perspective he sees no reason why the township should not enforce the building code. His office could handle the additional workload and that the code would not be required for agricultural structures.

 

CITIZEN CONCERNS: Supervisor Alstead reported that he had received a call from a resident regarding the condition of his driveway along Kings road. His driveway was dug up during the reconstruction project and presently it is not in very good shape. Engineer Kuhn reported that he will contact the contractor to repair within a week and if he is not available, Alden Just will repair. This situation will be fixed once the paving project is completed this summer.

 

ENGINEER’ REPORT: The board discussed the proposed driveway ordinance. Ben Oleson is doing additional research on other jurisdiction procedures and policies.

 

Engineer Kuhn reported that he had been in contact with residents in Whispering Oaks regarding the proposed drainage project and is getting consensus to move forward.

 

Engineer Kuhn reported that he had been contacted by a resident located on Homestead Road requesting a Watch for Children sign. This is a gravel road with a default speed limit of 55 mph and the sign probably would not be effective. Casper, seconded by Dahlheimer, made a motion to authorize the resident to put up a watch for children sign provided that they had the township’s road maintenance contractor install and they pay for the cost of installation.

Engineer Kuhn reported that that the transportation committee met and discussed future roads within Alexandria Township and within other jurisdictions. One item that was discussed was a future exit off of Interstate 94, which would come through the township. Dahlheimer, seconded by Alstead, made a motion to authorize Engineer Kuhn to update the road inventory within Alexandria Township. Motion carried unanimously.

 

Casper, seconded by Alstead, made a motion to authorize Clerk Raisanen to advertise for gravel quotes. Motion carried unanimously.

 

NEW BUSINESS: Clerk Raisanen reported that the assessor contract would expire the end of June. Alstead, seconded by Casper, made a motion to authorize Clerk Raisanen to negotiate a new contract for assessment services with Jim Howard. Motion carried unanimously.

 

Chairman Thalman reported that Clerk Raisanen and himself had met and completed an employee review with Administrative Assistant Fulghum. During the review, it was determined that additional computer training would be beneficial and that Bonnie would be willing to do the training at her home during non-working hours. Clerk Raisanen reported that they discussed the possibility of purchasing a new laptop and docking station for use at the township office and to allow her to take the old equipment home to do the training. He is obtaining quotes for the board’s consideration.

 

PLANNING AND ZONING: Zoning Administrator Oleson reported that the Planning Commission would be holding a public hearing regarding the Adult Use Ordinance at their next meeting.

 

 

Being no further business, Ross, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 8:35PM.
