Minutes of the meeting of April 18, 2022

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 18th day of April, 2022 at the Alexandria Township Conference Room, 324 Broadway and via teleconference.

ROLL CALL:  Supervisors present were Rod Eldevik, Dennis Butz and Jerry Wright.  Also present were Gregg Raisanen, Clerk, with Mona Billmark, Treasurer via teleconference.  As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.

Butz, seconded by Wright, made a motion to adopt the agenda with the addition of Broken Arrow Resort Association and Tischer development final plat extension under Planning and Zoning.  Motion carried unanimously.

Wright, seconded by Butz, made a motion to approve the minutes of the 04/4/2022 regular board meeting as written.  Motion carried unanimously.

Butz, seconded by Wright, made a motion to authorize payment of claims 22071 – 22077 in the amount of $15,541.97, EFTPS $1,559.28 totaling $17,101.25. Motion carried unanimously.

CITIZEN’S CONCERNS:  None

PLANNING AND ZONING:  Three representatives of the Broken Arrow Resort Association were present to discuss their current residential situation.  Zoning Administrator Oleson reported the resort was granted a commercial conditional use permit to convert the resort to permit the sale of cabins and camping spots for seasonal use.  There currently are three cabins being used for year-round occupancy, which is not in compliance with the ordinance.  The three property owners purchased the cabins with the condition they could be used as year-round properties.  Oleson reported to be in compliance with the current ordinance, the association would need to change to a residential conditional use which would require removal of some of the existing campsites in order to be in compliance with the required density.  The board directed Oleson to consult with the township attorney to determine a course of action.

Zoning Administrator Oleson reported he had received a verbal request from Wally Tischer to extend the deadline for final plat application of Eastwood Estates by six months. Eastwood Estates is located at 7617 CR 82 SE. The preliminary plat was approved on May 3, 2021 and by rule, the final plat application has to be received within one-year.  Wright, seconded by Butz, made a motion to approve a 3-month extension for final plat application of Eastwood Estates, located at 7617 CR 82 SE, to August 3, 2022. For: Wright, Butz, Eldevik.  Opposed: None.  Motion carried.

ENGINEER’S REPORT:  none

OLD BUSINESS: None.

NEW BUSINESS:  Clerk Raisanen reported the assessor contract with Douglas County will expire at the end of June.  The board was in consensus to authorize Clerk Raisanen to work with Douglas County on terms and conditions of a new contract for their consideration.

Clerk Raisanen reported the contract for animal control services was set to expire.  Butz, seconded by Wright, made a motion to contract with Alden Just Road Maintenance under the same terms and conditions as the previous contact.  Motion carried unanimously.

Being no further business, Butz, seconded by Wright, made a motion to adjourn the meeting.  Meeting adjourned at 6:50 p.m.
