Minutes of the meeting of August 15, 2022

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 15th day of August, 2022 at the Alexandria Township Conference Room, 324 Broadway and via teleconference.

ROLL CALL:  Supervisors present were Jeff Oberg, Joel Dahlheimer, Rod Eldevik, and Dennis Butz.  Supervisor Jerry Wright attended via teleconference.  Also present were Gregg Raisanen, Clerk, with Mona Billmark, Treasurer, attending remotely.  As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 5:00 p.m.

Dahlheimer, seconded by Butz, made a motion to adopt the agenda with the addition of discussion from the planning commission meeting under Planning and Zoning. Motion carried unanimously.

Dahlheimer, seconded by Oberg, made a motion to approve the minutes of the August 1, 2022 regular board meeting as written.  Motion carried unanimously.

Oberg, seconded by Butz, made a motion to authorize payment of claims 22145 – 22153 in the amount of $2,863.98, EFTPS of $1,408.04, totaling $4,272.02. Motion carried unanimously.

CITIZEN’S CONCERNS: none

PLANNING AND ZONING: Zoning Administrator Oleson provided a summary regarding discussion on three items from the planning commission.  The first is in regard to the regulation of “shouse” construction.  Currently they are permitted through the regular building permit process; however, there is concern that they are not compatible with other homes in a residential subdivision.  Consensus was to develop regulations for future construction.  The second item discussed was storage containers.  There has been an increase in the use of storage containers on lots within the township.  Currently they can be placed on a lot provided they obtain a permit.  Consensus is to develop regulations to restrict where they can be located within the township.  The final item discussed was the zoning tables which outlines what is permitted within different zoning districts.  This has been updated.  Once drafts are finalized on all three items, a public hearing will be held and final drafts will be presented to the town board for approval.

Zoning Administrator Oleson reported he had sent a response to the property owners who had submitted a petition to the township about the bike track located near Lake Jessie.  A response was received by the landowners with regard to the use of construction equipment for more than 5 days within 30 days which is not permitted without a permit.  Zoning Administrator Oleson will respond asking for more information regarding whether their complaint about construction equipment was recent or from several weeks/months prior.

ENGINEER’S REPORT:  The township received a request to install deaf child signs along Hope Road.  Oberg, seconded by Butz, made a motion to authorize the request.  Motion carried unanimously.

Clerk Raisanen reported the township received a request to restripe the road into Geneva Estates.  This road was striped from Liberty Road to the golf club clubhouse when the road was widened with bike shoulders and overlayed.  The township’s normal process is to not stripe residential roads that are posted at 30 mph; however, since the bike lanes were added onto this portion of the roadway, it would make sense to have the road striped.  This will be added to the existing road overlay project which is scheduled soon.

Being no further business, Dahlheimer, seconded by Butz, made a motion to adjourn the meeting.     Meeting adjourned at 5:45.
