Minutes of the meeting of February 23, 2022

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 23rd day of February, 2022 at the Alexandria Township Conference Room, 324 Broadway.

ROLL CALL:  Supervisors present were Joel Dahlheimer, Rod Eldevik, Dennis Butz and Jerry Wright.  Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer.  As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.

Dahlheimer, seconded by Butz, made a motion to adopt the agenda with the addition of Moorstone Drive under Engineer’s Report.  Motion carried unanimously.

Wright, seconded by Dahlheimer, made a motion to approve the minutes of the 02/7/2022 regular board meeting as written.  Motion carried unanimously.

Butz, seconded by Dahlheimer, made a motion to authorize payment of claims 22030 – 22042 in the amount of $10,478.63, net payroll $812.68, EFTPS $1,560.58 totaling $12,851.89 and a transfer of funds from savings of $11,000.00.  Motion carried unanimously.

CITIZEN’S CONCERNS:  Two residents from Pawnee Drive expressed concern about the timing of snowplowing.  They reported Pawnee Drive does not get plowed until later in the day after residents have been driving on the road all day which creates ice buildup.  They asked the board if anything can be done to speed up the plowing.  The board will discuss this with the road maintenance contractor and review the contract for next year to determine if anything can be included to speed up the plowing of roads.

PLANNING AND ZONING:  None

ENGINEER’S REPORT:  Clerk Raisanen reported the county has requested the town review the street name Moor Stone Drive.  The official spelling in the county records and voting records is two words, Moor Stone Drive.  The signs on the street and the Post Office have it spelled as one word, Moorstone Drive.  This can create issues with enhanced drivers license issuance. The board was in consensus to change the signs to two words and to have Douglas County contact the Post Office to change their records to reflect the street name as two words.

OLD BUSINESS: The board reviewed the budget recommended by the budget committee and the proposed 2022 levy that was presented at the previous meeting.  Clerk Raisanen reported  the fire amount decreased slightly as a result of the proposed amount set by the City of Alexandria.  Wright, seconded by Butz, made a motion to forward the proposed 2022 levy in the amount of $849,184.00 to the residents at the annual meeting, a proposed 5.2% increase from 2021.  Motion carried unanimously.

NEW BUSINESS:  Clerk Raisanen reported the winter road maintenance contract expires the end of March and requested permission to advertise for quotes for a summer road maintenance contract.  Dahlheimer, seconded by Butz, made a motion to authorize Clerk Raisanen to advertise for summer road maintenance quotes.  Motion carried unanimously.

Clerk Raisanen reported the township will need to adopt a resolution reestablishing the boundaries of Alexandria Township’s voting district and to reestablish the polling place.  The State of Minnesota has redistricted the legislative boundaries and municipalities are also required to complete the process.  The board directed Clerk Raisanen to prepare a resolution to keep one voting district with the township and to rename Good Shepherd Church as the polling location.

Being no further business, Butz, seconded by Dahlheimer, made a motion to adjourn the meeting.  Meeting adjourned at 6:35 p.m.
