Minutes of the meeting of January 19, 2022

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 19th day of January, 2022 at the Alexandria Township Conference Room, 324 Broadway and via teleconference.

ROLL CALL:  Supervisors Joel Dahlheimer, Dennis Butz, and Jerry Wright, along with Gregg Raisanen, Clerk and Mona Billmark, Treasurer, attended via teleconference.  Present onsite were Bonnie Fulghum, Deputy Clerk and Rod Eldevik, Chairman.  As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:06 p.m., the later start due to technical difficulties.

Dahlheimer, seconded by Butz, made a motion to adopt the agenda as presented.  Motion carried unanimously.

Wright, seconded by Dahlheimer, made a motion to approve the minutes of the 1/3/22 regular board meeting as written.  Motion carried unanimously.

Dahlheimer, seconded by Butz, made a motion to authorize payment of claims 22011 – 22023 in the amount of $8,961.63, EFTPS $1,489.17, net payroll $517.16 totaling $10,967.96.  Motion carried unanimously.

CITIZEN’S CONCERNS: none

PLANNING AND ZONING:  none

ENGINEER’S REPORT:  none

OLD BUSINESS:  Chairman Eldevik reported that he and the township’s road maintainer had driven throughout the township to view areas with piled snow.  He stated two concerns: 1) residents/contractors pushing snow across township roads; and 2) the need to haul snow out by truck in given areas. Clerk Raisanen agreed with the option of trucking out snow as needed.  He also suggested, and after discussion amongst the board, the supervisors will drive throughout the township after the next snowfall and advise persons/contractors pushing snow illegally across township roads of the state statute.  Supervisor Wright mentioned if letters were sent, responsibility for compliance should be placed upon the landowner.

Clerk Raisanen reported that ARPA funds, which were designated for infrastructure projects, may now be used for road improvements as well as broadband and/or sewer expansion.  He stated the change affords the town more flexibility in the utilization of those funds. He also mentioned that the funds can be put into the general fund.  Chairman Eldevik inquired as to the timeline for using the funds.  Clerk Raisanen stated they need to be used by 2023-2024.

Chairman Eldevik reported there appears to be more and/or different vehicles brought onto the Dropik property.  Consensus to take no action until Attorney Johnson has updated the court order.

NEW BUSINESS:  The 2023 budget meeting was set for Friday, February 4, 2022 at 9 a.m. in the township conference room.  Attendees are Chairman Eldevik, Clerk Raisanen, Vice-Chair Dahlheimer and Treasurer Billmark.

Being no further business, Dahlheimer, seconded by Butz, made a motion to adjourn the meeting.  Meeting adjourned at 6:27 p.m.
