Minutes of the meeting of 01-21-09

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 21st Day of January 2009 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Joel Dahlheimer, Louis Ross, and Roger Thalman. Also present were Clerk Gregg Raisanen and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Thalman at 6:00 PM.

 

Alstead, seconded by Ross, made a motion to adopt the agenda as presented. Motion carried unanimously.

 

Alstead, seconded by Ross, made a motion to approve the minutes of the January 5, 2009 regular board meeting as written. Motion carried.

 

Dahlheimer, seconded by Alstead, made a motion to authorize payment of claims 9021-9034 in the amount of $8,800.93 and net payroll in the amount of $729.56 for a total of $9,530.49. Motion carried unanimously.

 

PLANNNING AND ZONING: Zoning Administrator Olson presented information regarding Outlot A of Lake Jessie Meadows. Riley Brothers have purchased the lot and has requested that the lot be converted into a buildable lot. Some of the conditions that have to be met are that the county has to vacate a portion of road easement that is not longer needed because of the relocation of the road and that ALASD has to install a sewer stub. In addition, the township board would have to either approve construction or improvements on the outlot or require that the outlot be replatted. The documentation form the final plat of Lake Jessie Meadows stated that Outlot A needs to be replatted prior to issuance of a building permit. The board also discussed drainage through this lot. It is the recommendation of the zoning staff and Douglas County staff that the lot should be replatted.

 

Mike Nyberg, representing the developer, indicated that the preliminary plat of the replatted lot would not change in boundary and would cost the developer approximately an additional $1,000 to replat.   Ross, seconded by Alstead, made a motion to accept the recommendation of the zoning administrator and Douglas County staff to require that Outlot A, Jessie Meadows be replatted prior to issuance of a building permit. Motion carried unanimous.

 

Zoning Administrator Oleson reported that Douglas County would be completing additional low-level flights over Alexandria Township to take aerial photos and inquired if the township would be interested in paying for the cost to take detailed photos of the township at an estimated cost of $5,000. The board was in consensus to decline the over since Zoning Administrator Oleson and Engineer Kuhn indicated that these detailed photos would be nice but needed to complete their work.

 

Zoning Administrator Oleson indicated that he is finishing the end of the year zoning report and will be distributing to the board in the near future.

 

ENGINEER’S REPORT: Engineer Kuhn reported that the Assistant City Planner has contacted him requesting information in regard to the Whispering Oaks drainage.

 

NEW BUSINESS: Supervisor Ross thanked Zoning Administrator Oleson for the detailed zoning report and indicated that the thoroughness of the report assists the board in making decisions.

 

Being no further business Ross, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 6:34 PM.
