Minutes of the meeting of July 18, 2011

 

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 18th day of July, 2011 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Roger Thalman, Jul Feuling, Joel Dahlheimer and Louis Ross. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Ross at 6:00 p.m.

 

Thalman, seconded by Alstead, made a motion to adopt the agenda as presented. Motion carried unanimously.

 

Dahlheimer, seconded by Alstead, made a motion to approve the minutes of the 07/06/2011 regular board meeting as written. Motion carried. Supervisors Feuling and Ross abstained.

 

Dahlheimer, seconded by Feuling, made a motion to authorize payment of claims 11174-11183 in the amount of $43,857.78, net payroll $869.59, EFTPS of $1,073.64, NSF of $75.55, for a total of $45,876.56 and a transfer of funds from savings in the amount of $43,000.00. Motion carried unanimously.

 

CITIZEN’S CONCERNS: Lyle Hammerschmidt, a resident of W. Lake Jessie Dr., was present to discuss the condition of the road. He reported that there are manholes that are raised and pose a risk to motorists. In addition, he reported that there is an area that does not drain properly because of the lack of a culvert. Engineer Kuhn will view and report back to the board.

 

Supervisor Alstead reported that there have been complaints of a barking dog at a residence located at 3505 Maple Drive. Clerk Raisanen will research the township ordinance to determine possible violations and report back to the board.

 

PLANNING AND ZONING: No items

 

ENGINEER’S REPORT: Engineer Kuhn provided the board a summary of the road washouts that occurred after the July 15th rain event. All of the roads will have been repaired with the exception of W. Lake Jessie and N. Lake Jessie. Engineer Kuhn reported that he estimates the cost of reconstruction on W. Lake Jessie Road to be approximately $10,000. Thalman, seconded by Feuling, made a motion to authorize a change order to the road paving contract with Central Specialties to repair W. Lake Jessie Drive. Motion carried unanimously. The board directed Engineer Kuhn to obtain quotes for the repair on N. Lake Jessie Road.

 

Clerk Raisanen reported that he had received a request from Douglas County Engineer Robley for the township to share in the pumping costs for the drainage along N. McKay Ave. This work was authorized by Douglas County as the excess water due to the latest rain event was impacting McKay Ave. and the water was covering the road. Chairman Ross expressed concern about paying for this cost since it was not impacting any township roads and it was previously determined that at the current water levels, no structures are being impacted. Thalman, seconded by Dahlheimer, made a motion to authorize cost sharing in the amount of $1675.00 to pay for the pumping costs along N. McKay Ave. For: Alstead, Fueling, Thalman, Dahlheimer, Ross. Against: None. Motion carried unanimously. The board was in consensus to not pay future pumping costs.

 

Engineer Kuhn reported that the paving projects were progressing well and no damage was done by the recent rain event.

 

NEW BUSINESS: Clerk Raisanen reported that he had received the population estimate from the State Demographer. The township’s current population is 4,098 residents and 1,759 housing units.

 

Being no further business, Feuling, seconded by Alstead, made a motion to adjourn the meeting. Meeting adjourned at 6:55 PM.
