Minutes of the meeting of June 6, 2016

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 6th day of June, 2016 at the Alexandria Township Conference Room, 324 Broadway.

ROLL CALL: Supervisors present were Jul Feuling, Jeff Oberg, Joel Dahlheimer, Rod Eldevik and Russell Niskanen. Also present were Bonnie Fulghum, Deputy Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chair Feuling at 6:00 p.m.

Eldevik, seconded by Dahlheimer, made a motion to adopt the agenda as presented. Motion carried unanimously.

Oberg, seconded by Eldevik, made a motion to approve the minutes of the 05/16/2016 regular board meeting with a change to delete Niskanen as present at the meeting and his name from the motion under planning and zoning. Motion carried. Niskanen abstained.

Dahlheimer, seconded by Oberg, made a motion to authorize payment of claims 16095 – 16106 in the amount of $22,971.72, net payroll $2,985.47 totaling $25,957.19 and a transfer of funds from savings in the amount of $20,000.00. Motion carried unanimously.

CITIZEN’S CONCERNS: Supervisor Niskanen reported he has received good reports from our residents regarding the work being done on Neewana Beach Road.

PLANNING AND ZONING: Deputy Clerk Fulghum reported that the clean-up effort on the property at 1110 E. Lake Jessie Road is progressing. The landowner has requested a 30-day extension in which to complete the task. Zoning Administrator Oleson will be monitoring the clean-up.

ENGINEER’S REPORT: Fulghum distributed a draft of procedures for ditch clean-up for the board’s review. Discussion will ensue at the next meeting.

Engineer Kuhn reported he has compiled a preliminary listing of roads needing gravel: Geneva, Hovland, O’Brien, Berglund Mile, Newman, Homestead and S. Lake Jessie Road. Vice-chair Dahlheimer requested adding Deer Lane and Wegner Lane to the list. Eldevik, seconded by Niskanen, made a motion to authorize Engineer Kuhn to advertise for gravel quotes. Motion carried unanimously.

Kuhn reported he had followed up on a resident request to install signage in the Geneva Estates East area and is recommending the town consider installing a “No Outlet” sign on Colonial Court as well as 20 mph advisory speed signs on Colonial Court and Old Glory Drive. The board authorized the purchase and installation of the signs.

Kuhn conferred with Douglas County Public Works and MnDot regarding a speed study for Liberty Road. They indicated the town can request a speed study be done (at no cost to the township). The town would need to file a formal resolution indicating this desired course of action. Consensus to have the clerk draft a resolution for the next meeting requesting the speed study.

Kuhn reported the bituminous has been laid in the Pinewood/Crestwood area and Neewana Beach. Apache/Colorado Circle has not yet been completed.

Kuhn determined that possibly lowering the storm sewer at the end of Pawnee West (Victoria Estates 1st Addition) would be cost prohibitive.

OLD BUSINESS: Deputy Clerk Fulghum distributed photos taken by the township attorney of the clean-up process on the Zunker property. This subject will be discussed at the next meeting with the township attorney.

NEW BUSINESS: Deputy Clerk Fulghum reported we had received one quote for the application of calcium chloride from Alden Just Road Maintenance @ $1.14/gal. She stated that the county had accepted a quote for $1.024/gal for the 2016 season. She also stated that the reason the town has not contracted with the county over the past few years is because the county provides only one application per year versus being able to apply chloride on an “as needed” basis. Niskanen, seconded by Feuling, made a motion to award the 2016 calcium chloride contract to Alden Just Road Maintenance @ $1.14/gal. Motion carried unanimously.

Chair Feuling asked Engineer Kuhn to clarify the letter the town had received from MnDOT regarding the I-94 Alternate Route Signing Stakeholder Meeting. He explained that an emergency route would be implemented in the event one or both directions of travel on I-94 were impeded, and that MnDOT was seeking participation from local entities in planning the process by providing input on alternate routes. Kuhn will contact Douglas County to see who would be attending the meeting and if the county would be representing the township in this matter.

Being no further business, Eldevik, seconded by Niskanen, made a motion to adjourn the meeting. Meeting adjourned at 6:44 p.m.
