Minutes of the meeting of 3-10-2020
The annual meeting of Alexandria Township was held on the 10th Day of March 2020 at Good Shepherd Lutheran Church, Hwy. 29 North, Alexandria, MN.
Clerk Raisanen opened the meeting with the Pledge of Allegiance at 8:00 PM.
Rod Eldevik nominated Bernie Van Zomeren as moderator for the meeting. Nominations ceased. A unanimous ballot was placed for Bernie Van Zomeren as moderator.
The meeting was turned over to Bernie Van Zomeren at 8:02 PM.
Jeff Oberg, seconded by Dennis Butz, made a motion to approve the agenda as presented. Motion carried.
MINUTES: Moderator Van Zomeren reported that the minutes from the 2019 Annual meeting had been posted on the township website since last year and no corrections were noted.
CLERKS REPORT: Clerk Raisanen reviewed the 2019 financial data for the township. He reviewed Schedule 1, a statement of Receipts, Disbursements, and Balance for 2019. Total revenue for 2019 was $863,010.29 vs disbursements of $900,975.51. Total fund balance at the end of 2019 was $1,077,616.30. The 2019 approved budget was $943,094.00. Expenditures were within 95.5% of budget. The approved budget for 2020 is $ 979,163.00 and the proposed budget for 2021 is $1,007,577.00. To support that budget, the town board recommended a levy increase of 5.6%.
Clerk Raisanen reported the township overlaid Crestwood Drive and paved S. Crestwood Drive during 2019. Total cost was approximately $170,000.00. No paving projects are approved for 2020.
Clerk Raisanen reported that building activity in 2019 continued to be brisk.
Rod Eldvik, seconded by Joel Dahlheimer, made a motion to approve the Clerk’s report as presented. Motion carried.
Nicole Klimek, Alexandria Township’s representative to the Alexandria Area Economic Development Commission, provided an update of AAEDC activities over the past year. She provided copies of the 2019 annual report and also a copy of Douglas County’s economic development profile for 2019.
Clerk Raisanen presented a proposed levy for the following amounts: General Revenue- $177,769, Road & Bridge- $210,689, Blacktop- $95,992, ALASD- 131,681, Snow & Weed- $65,840, Parks & Recreation- $4,000, Fire Protection- $57,327, Total recommended levy amount for 2020 is $743,298.
Jeff Oberg, seconded by Linda Dokken-McFann, made a motion to approve the levy for General Revenue in the amount of $177,769. Motion carried.
Rod Eldevik, seconded by Dennis Butz, made a motion to approve the levy for Road and Bridge in the amount of $210,689. Motion carried.
Rod Eldevik, seconded by Dennis Butz, made a motion to approve the levy for Blacktop in the amount of $95,992. Motion carried.
Jeff Oberg, seconded by Dennis Butz, made a motion to approve the levy for ALASD in the amount of 131,681. Motion carried.
Rod Eldevik, seconded by Dennis Butz, made a motion to approve the levy for Snow and Weed in the amount of $65,840. Motion carried.
Joel Dahlheimer, seconded by Linda Dokken McFann, made a motion to approve the levy for Parks and Recreation in the amount of $4,000. Motion carried.
Rod Eldevik, seconded by Jeff Oberg, made a motion to approve the levy for Fire Protection in the amount of $57,327. Motion carried.
2021 MEETING DATE: Jerry Wright, seconded by Joel Dahlheimer, made a motion to set the 2021 annual township meeting on March 9, 2021 at 8:00 PM at Good Shepherd Lutheran Church. Motion carried.
Clerk Raisanen reported that Jerry Wright and Dennis Butz have each been reelected to three-year terms as supervisors. He also reported that only 20 votes were cast and the town board could consider shortening polling hours for future elections.
Being no further business, Rod Eldevik made a motion to adjourn the meeting. Meeting adjourned at 8:25 PM.
