Minutes of the meeting of March 16, 2026
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 16th day of March, 2026, at the Douglas County Public Works Building, 526 Willow Drive, and via teleconference.
ROLL CALL: Supervisors present were Dennis Butz, Rod Eldevik, Jeff Oberg, and Jerry Wright. Also present were Mark Meuwissen, Clerk, and Bryon Alstead, Treasurer. As said members formed a quorum, the meeting was called to order by Chairman Eldevik at 6:00 p.m.
Butz, seconded by Wright, made a motion to adopt the agenda as written. Motion carried unanimously.
Butz, seconded by Oberg, made a motion to approve the minutes of the 3/2/2026 regular board meeting.
Wright, seconded by Oberg, made a motion to authorize payments of claims 25296 – 25301 in the amount of $2,021.49 and EFTPS in the amount of 1,784.69 totaling $3,806.18 with a transfer from savings of $2,000. Motion passed unanimously.
Joel Dahlheimer joined the meeting at 6:05 pm.
PLANNING AND ZONING: Zoning Administrator Oleson discussed the enforcement of buffer zones on lake property. Oberg summarized the issue as discussed by the Douglas County Planning Commission. No adjustments or changes appear to be needed to the Township Ordinances or policies. Oleson was asked to be alert to, and use judgement on, whether a particular situation might be subject to DNR or County enforcement for buffer zones.
Oleson provided an update on the Dropik property situation. From the road, there seems to be no indication that a significant reduction of vehicles has taken place. It appears there are at least 100 cars left, possibly more. Billie Dropik was present and asked for an extension until June, claiming the soft ground made it impossible to remove the cars. Oberg mentioned the ground was frozen all winter and cars could have been moved during that time. Dahlheimer responded that the issue has been ongoing, spanning a 10-year timeframe. Meuwissen referenced minutes from October when Dropik claimed there were only 75 cars on his property, clearly an understatement. Meuwissen continued that during a November meeting, Dropik had asked for an extension until January 1.
Meuwissen emphasized the court order gives the Township permission to enter the property and to clear the junk cars and other debris. The decision of the board to wait until April was for the convenience of the Township, and not an extension or for the benefit of Dropik. The goal for the delay was to hopefully reduce the cost of the operation by waiting for the snow to melt.
By reference, the Court Order filed December 16, 2025, is included herein (Court File No. 21-CV-19-28 Alexandria Township Plaintiff, vs. Willis J. Dropik Jr., Defendant). The Order states “Plaintiff’s request for authorization to enter Defendant’s property and remove such items as necessary to bring the property into compliance without further order of the Court is GRANTED, if the Defendant fails to comply with paragraph 2.a. within thirty (30) days of this order.”
Consensus of the Board was that cleanup would commence as soon as weather permitted. Oleson was asked to seek a quote from a reputable vendor capable of undertaking a significant operation of this size and to present the information at the next meeting for further discussion. Oleson suggested he would need to visit the site for a visual count of cars before pursuing quotes. Dropik said Oleson could enter the property to count cars.
