Minutes of the meeting of March 2, 2026
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 2nd day of March, 2026, at the Douglas County Public Works Building, 526 Willow Drive, and via teleconference.
ROLL CALL: Supervisors present were Joel Dahlheimer, Rod Eldevik, Dennis Butz and Jerry Wright. Also present were Mark Meuwissen, Clerk, and Bryon Alstead, Treasurer. As said members formed a quorum, the meeting was called to order by Chairman Eldevik at 6:00 p.m.
Dahlheimer, seconded by Butz, made a motion to adopt the agenda with moving the Planning & Zoning update before the approval of minutes. Motion carried unanimously.
PLANNING AND ZONING:
Zoning Administrator Oleson provided an update on the Dropik property. He distributed pictures that were intended to document progress made since the last meeting. The pictures were inadequate and did not demonstrate any significant progress. Mr. Dropik states he sold some cars last week at auction but does not have proof. Consensus to have Oleson continue to provide photos on an ongoing basis. Mr. Dropik is aware of the Township’s intention to remove cars starting April 1st. Oleson will contact the township attorney to determine steps necessary to begin the removal process.
Butz, seconded by Dahlheimer, made a motion to approve the minutes of the 2/18/2026 regular board meeting as written. Motion carried unanimously.
Wright, seconded by Butz, made a motion to authorize payment of claims 25289 – 25295 in the amount of $21,471.16, net payroll $5,399.22 totaling $26,870.38 with a transfer from savings of $25,000.00. Motion carried unanimously.
CITIZEN’S CONCERNS: none
ENGINEER’S REPORT:
1) Road Striping. Engineer Kuhn’s recommendation for 2026 is to stripe a one-mile stretch of Maple Drive from CSAH 81 to Queens Road. Dahlheimer, seconded by Butz, made a motion to accept the engineer’s recommendation to stripe Maple Drive from the coordinates listed above. Motion carried unanimously.
2) Crack fill. Supervisor Dahlheimer and the township road maintainer will determine roads needing crack fill maintenance.
OLD BUSINESS:
Clerk Meuwissen reported the town received one quote for summer road maintenance submitted by Alden Just Road Maintenance. Meuwissen stated all requirements of the RFP had been met. Dahlheimer, seconded by Butz, made a motion to award the summer road maintenance contract for the season April 1, 2026 to September 30, 2026 to Alden Just Road Maintenance at the rates stated in the proposal. Motion carried unanimously.
NEW BUSINESS:
1) Board of Audit. Clerk Meuwissen reported the budget committee met and, after analysis of the 2025 actual expenses / revenue, recommended the 2027 budget be approved. The town board also reviewed financial statements for the Board of Audit. Wright, seconded by Dahlheimer, made a motion to approve the 2027 budget as presented. Roll: Wright, Dahlheimer, Butz, Eldevik – yes. Opposed: none. Motion carried unanimously.
2) Fee schedules. Deputy Clerk Fulghum reported the township currently has two fee schedules, one for building code and one for land use. The township zoning administrator reviews land use items. The township contracts with the City of Alexandria to conduct building code reviews.
- Land Use Fee Schedule. When determining an increase in the land use fee schedule, Fulghum reported the township has historically followed the county’s lead. She noted Douglas County recently approved an increase in their fee schedule. Fulghum provided a side-by-side comparison of the current township land use fee schedule with the county’s new fee schedule. The change in fees seemed reasonable considering the time span since they were last adjusted, inflation during that time frame, and the actual cost and effort required to process applications. Clerk Meuwissen supported the increase by referencing a municipal fee report that indicates the Township collects fees of only 70% of the Township’s identifiable costs associated with building and land use administration.
- Building Code Fee Schedule. Fulghum stated the township is still using the original fee schedule from 2008. She noted the City of Alexandria increased its fee schedule a number of years ago. At that time, the Township elected not to increase their fee schedule. Under the City / Township agreement instituted in 2008, the Township would collect all fees, both building code and land use. The Town was to remit to the City all fees collected which were determined to be building code only (mechanical, plumbing, windows, siding, roofing and interior alterations) and 90% of fees collected for building permits (new structures, remodels, etc.)
Fulghum reported the City of Alexandria transitioned to a new permitting system in February 2026. Under this new system, the City will now collect all building code fees (itemized above). They will retain those determined building code only, retain 90% of the fees determined as building permits as payment for their services, and remit to the Township the remaining 10%. The Township will collect and retain all land use fees. Fulghum provided a side-by-side comparison of the City and Township building code fee schedules.
3) Building Code Agreement Amendment. The original contract between the City and the Town called for a 90 / 10 split of the fees as mentioned above. It also allows for an amendment, which shall require a written agreement signed by both parties. Since the remuneration process will be modified, Fulghum presented a proposed amendment and suggested the town consider attaching a revised building code schedule to the amendment.
Wright, seconded by Butz, made a motion to adopt Douglas County’s new fee schedule with additional changes to items not covered by the County’s fee schedule. The Town will also adopt the City of Alexandria’s current fee schedule along with the Amendment to the Building Code Agreement, becoming effective on March 9, 2026. Motion carried unanimously.
Being no further business, Wright, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 7:10 p.m.
