Minutes of the meeting of May 16, 2016

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 16th day of May, 2016 at the Alexandria Township Conference Room, 324 Broadway.

ROLL CALL: Supervisors present were Jul Feuling, Jeff Oberg, Joel Dahlheimer and Rod Eldevik. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chair Feuling at 6:00 p.m.

Chair Feuling recessed the regular board meeting and opened up the Board of Adjustment hearing.

The meeting was reconvened at 6:05 PM.

Eldevik, seconded by Oberg, made a motion to adopt the agenda as presented. Motion carried unanimously.

Feuling, seconded by Oberg, made a motion to approve the minutes of the 5/02/2016 regular board meeting with wording changes in the 5th line under citizen’s concerns to read “that while spraying does control mosquitoes”. Motion carried unanimously.

Oberg, seconded by Eldevik, made a motion to authorize payment of claims 16087 – 16094 in the amount of $24,184.52, net payroll $692.62, EFTPS $1,209.15, totaling $26,086.29 with an authorization of $10,000.00 transfer of funds from savings into checking. Motion carried unanimously.

CITIZEN’S CONCERNS: None

PLANNING AND ZONING: The board considered the variance application submitted by Nicholas Petro that was heard at the board of adjustment meeting on May 16, 2016. This application is for a variance to allow for construction of a new dwelling with walkout basement approximately 25 feet from the top of a bluff. The house is to replace an existing dwelling with walkout basement approximately located 12-14 feet into the bluff. Zoning Administrator Oleson reported that the applicant would have room to move the house back away from the bluff; however, the proposed structure would align with other homes in the area. He also reported that Jerry Haggenmiller, Douglas County Soil and Water Conservation District, did not have any concerns with the request as presented. Dahlheimer, seconded by Oberg, made a motion to approve the variance application submitted by Nicholas Petro to allow construction of a new structure with walkout basement approximately 25 feet from the top of a bluff located at 1212 E. Lake Geneva Rd., with the four conditions outlined in the staff report. For: Oberg, Dahlheimer, Eldevik, Feuling. Against: None. Motion carried unanimously.

Zoning Administrator Oleson reported that the signs were taken down for the proposed recycling center off of CR 82 and it appears that they are not operating out of the property.

ENGINEER’S REPORT: Clerk Raisanen provided copies of the Ditch cleanup procedures used by Douglas County. The board was in consensus to modify the procedure to be used for the township.

OLD BUSINESS: none

NEW BUSINESS: Clerk Raisanen presented a charitable gambling application submitted by the University of Minnesota-Morris athletics for a one day raffle to be held at Geneva Golf Course in July. Dahlheimer, seconded by Feuling, made a motion to approve the application. Motion carried unanimously.

Clerk Raisanen provided the board dates for upcoming election judge training to be held by the county.

Being no further business, Dahlheimer, seconded by Eldevik, made a motion to adjourn the meeting. Meeting adjourned at 6:50 p.m.
