Minutes of the meeting of May 16, 2022

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 16th day of May, 2022 at the Alexandria Township Conference Room, 324 Broadway.

ROLL CALL:  Supervisors present were Rod Eldevik, Dennis Butz, Joel Dahlheimer, Jeff Oberg, and Jerry Wright.  Also present were Gregg Raisanen, Clerk, with Mona Billmark, Treasurer by teleconference.  As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.

Dahlheimer, seconded by Wright, made a motion to adopt the agenda as written.  Motion carried unanimously.

Wright, seconded by Butz, made a motion to approve the minutes of the 05/2/2022 regular board meeting as written.  Motion carried unanimously.

Wright, seconded by Dahlheimer, made a motion to authorize payment of claims 22087 – 22094 in the amount of $14,932.42, EFTPS $1,731.65, totaling $16,664.07 with no transfer of funds from savings. Motion carried unanimously.

CITIZEN’S CONCERNS:  None

PLANNING AND ZONING:  A conditional use application for the movement of more than 10 cubic yards of material within a bluff had been submitted by Noel Nemitz for a property located at 4248 E. Burgen Road SE.  The planning commission recommended approval with five conditions. Wright, seconded by Dahlheimer, made a motion to approve the conditional use application submitted by Noel Nemitz with the five conditions listed in the staff report.  For:  Wright, Oberg, Butz, Dahlheimer, Eldevik.  Against: None.  Motion carried unanimously.

Zoning Administrator Oleson reported he had not received correspondence from Attorney Marc Sugden in regard to the Billie Dropik property.  The board directed Oleson to send Mr. Dropik notification that the township will proceed with vehicle removal from his property as outlined in the agreement Mr. Dropik signed.

Zoning Administrator Oleson reported a landowner located in LeHommeDieu Heights is relocating her fence two feet from the property line to resolve the neighbor conflict.

The board requested Zoning Administrator Oleson forward the conditions of the conditional use approval for the cabinet shop located along Hazel Hill Road for their review.

The board discussed the motorcross track located near Lake Jessie.  Clerk Raisanen will contact the landowner to schedule a meeting with Chair Eldevik and himself.

ENGINEER’S REPORT:  Engineer Kuhn provided three written quotes for class 5 gravel.  Wright, seconded by Dahlheimer, made a motion to accept the lowest quote, submitted by Alden Just Road Maintenance, for 2,000 tons of Class 5 at $17.00/ton.  Motion carried unanimously.

Clerk Raisanen provided a quote for calcium chloride submitted by Alden Just Road maintenance in the amount of $1.49/gallon.  Douglas County received bids from $1.279-$1.61/gallon for a one-time application.  Alden Just’s quote is for multiple applications as needed.  Oberg, seconded by Butz, made a motion to accept the quote submitted by Alden Just Road Maintenance for calcium chloride application at $1.49/gal.  Motion carried unanimously.

Clerk Raisanen reported Douglas County is collecting information regarding storm damage from the May 12, 2022 storm.  Most of the damage to public property in Alexandria Township was downed trees in the roads.  Some roads had washouts due to the prior rain event.

Engineer Kuhn looked at Hovland Road and 50th Ave regarding culvert requests.  He did not recommend a larger culvert for Hovland Road. It appears a culvert could be installed on the field approach along 50th Ave. if the property owner applies for a driveway culvert permit.

Alden Just Road Maintenance will be repairing potholes along Liberty Road this week.

OLD BUSINESS: Clerk Raisanen reported the contract with Douglas County to supply assessment services will expire at the end of June and they have provided a new 4-year proposal.  Wright, seconded by Butz, made a motion to contract with Douglas County for assessment services at the following amounts:

2023 First Assessment Year $8.00 per parcel
2024 Second Assessment Year $8.00 per parcel
2025 Third Assessment Year $8.00 per parcel
2026 Fourth Assessment Year $8.25 per parcel

Motion carried unanimously.

The board discussed impervious coverage calculations.  Supervisor Oberg requested the township consider giving credit for gravel driveways, decks, and pervious pavers.  The zoning subcommittee will review and provide a recommendation for the board’s consideration.

NEW BUSINESS:  none

Being no further business, Dahlheimer, seconded by Butz, made a motion to adjourn the meeting.  Meeting adjourned at 7:00 p.m.
