Minutes of the meeting of August 15, 2011
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 15th day of August, 2011 at the Alexandria Township Conference Room, 610 Fillmore Street.
ROLL CALL: Supervisors present were Bryon Alstead, Jul Feuling, Joel Dahlheimer, Roger Thalman and Louis Ross. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Ross at 6:00 p.m.
Thalman, seconded by Feuling, made a motion to adopt the agenda with the addition of drainage issues under old business and EPA lead certification under new business. Motion carried unanimously.
Alstead, seconded by Thalman, made a motion to approve the minutes of the 08/01/2011 regular board meeting as written. Motion carried unanimously.
Thalman, seconded by Alstead, made a motion to authorize payment of claims 11200-11212 in the amount of $415,423.60, net payroll of $75.48, EFTPS of $951.01 totaling $416,450.09 with a transfer of funds from savings in the amount of $300,000.00. Motion carried unanimously.
Brad Nyberg, representing the Victoria Pines Homeowners Association, presented a request by the association to connect to an existing township electrical service to illuminate the association’s sign into the development. Total estimated electrical cost would be $1.00/month. Alstead, seconded by Dahlheimer, made a motion to authorize the Victoria Pines Homeowners Association to connect to the existing township electrical service to illuminate the entrance sign with the condition that total electrical costs will not exceed $25.00/year. Motion carried unanimously.
Planning and Zoning: Dan Klimek, Geneva Estates East, expressed concern about the difficulty meeting zoning requirements in this development. He reported that there are 20 lots less than .5 acres in size and with the restrictive covenants, it is difficult to meet the covenants and not exceed the maximum impervious requirement in the zoning ordinance. His lot is 0.39 acres in size. He is currently constructing a 1500 sq. ft. home and with the driveway, he will be at the 25% maximum impervious surface restriction. This will prevent him from completing some landscaping and the opportunity to construct a future play area on the property. The board will review the calculation of landscaping fabric and pavers with the planning commission.
Engineer’s Report: Engineer Kuhn reported that he has not obtained the N. Lake Jessie quotes. He is reviewing the hydraulic calculations to ensure proper sizing of the culvert for future rain events before going out for quotes.
Clerk Raisanen reported that Douglas County Emergency Management has requested a summary of the total damage to township roads after the latest storm event. Clerk Raisanen will work with Engineer Kuhn to produce an estimate and forward to Douglas County.
Engineer Kuhn reported that Central Specialties has completed most of the blacktop overlay work and has some remaining shouldering and cleanup to complete.
OLD BUSINESS: The board reviewed drainage issues in the township. The board discussed the drainage going through Roger Henningsgaard’s property off of Queens Road. The board was in consensus that this is an existing waterway and doesn’t involve the township.
Alstead, seconded by Thalman, made a motion to install a “no-outlet” sign on Maple Drive north of the intersection of Wickstrom Lane. Motion carried unanimously.
Supervisor Alstead reported that he had discussed drainage issues in the Burgen Heights area with Steve Luchau. This drainage issue has been discussed in the past and one possible solution previously discussed with the landowner was to construct a “swale” through his property. Engineer Kuhn will talk to the landowner.
Supervisor Feuling reported that the enforcement of the EPA requirement for contractors to be lead certified to remodel homes that were built prior to 1978 will be implemented. Violations of this requirement can result with contractors losing their license if they are not lead certified.
Being no further business, Thalman, seconded by Feuling, made a motion to adjourn the meeting. Meeting adjourned at 6:57 p.m.
