Minutes of the meeting of November 4, 2024
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 4th day of November, 2024 at the Alexandria Township Conference Room, 324 Broadway and via teleconference.
ROLL CALL: Supervisors present were Joel Dahlheimer, Rod Eldevik and Dennis Butz. Also present were Mark Meuwissen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.
Butz, seconded by Dahlheimer, made a motion to adopt the agenda as presented. Motion carried unanimously.
Butz, seconded by Dahlheimer, made a motion to approve the minutes of the 10/23/2024 regular board meeting as written. Motion carried unanimously.
Dahlheimer, seconded by Butz, made a motion to authorize payment of claims 24205 – 24214 in the amount of $49,017.01, net payroll $4,636.27, totaling $53,653.28 and a transfer of funds from savings of $58,000.00. Motion carried unanimously.
Supervisor Wright joined the meeting.
CITIZEN’S CONCERNS: James Rushford, 3414 W. Lake Jessie Drive, was present to express his concerns regarding the recent overlay and the resulting steep ditches along W. Lake Jessie Drive. He believes the tar overlay reduced the shoulder and increased the slope. He thinks one area of road in particular could be unsafe. Engineer Kuhn said he is currently working with the contractor who performed the work to address some other issues and will look closer at the area Mr. Rushford referenced. Kuhn clarified that the road improvements did not significantly change the in slope of the road and the road as a whole meets or exceeds the minimum standards for a low-speed rural road.
PLANNING AND ZONING: Zoning Administrator Oleson reported that Francis Chock’s property located at 4810 Co Rd 82 is scheduled to be connected to ALASD sometime this week.
Oleson reported the landowner at 3321 Lake Victoria SE who was cited for keeping of chickens, non-running vehicles, etc,. has been in contact and said he is going to clean it up. He has asked for more time to work on it. Consensus to have Oleson send another letter to the landowner requesting a progress update.
Oleson commented that another landowner was questioning the Township’s requirement for a CUP with a $400 application fee to house chickens on their property. In response, Oleson noted that even if the Township were open to allowing a greater number of chickens without a CUP, it would not be able to do so unless the County amends their ordinance. The county’s ordinance requires a CUP for keeping of livestock and the Township can’t be less restrictive by state law.
Supervisor Dahlheimer reported he had been in contact with a semi driver who was parking in the township r-o-w along Lake Park Lane. He informed the driver he was illegally parking in the township right-of-way and that the township has a road ban from November 1st – April 1st. If he continues to park in the r-o-w, he will run the risk of being issued a ticket. Chairman Eldevik stated he thought the town should revisit the language in our ordinance regarding road r-o-w.
Oleson reminded the board of the BOA site visit this week and the BOA meeting set for the next meeting.
ENGINEER’S REPORT: Engineer Kuhn reported he would have a pay estimate for the next meeting. He also said the stormwater committee held their first meeting. Their goal is to come up with a list of projects and/or studies to be completed. They will bring preliminary costs to the board for consideration. This may be a topic of discussion for a future annual meeting

Being no further business, Dahlheimer, seconded by Wright, made a motion to adjourn the meeting. Meeting adjourned at 6:40 p.m.
