Minutes of the meeting of October 16, 2017

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 16th day of October, 2017 at the Alexandria Township Conference Room, 324 Broadway.

ROLL CALL: Supervisors present were Jeff Oberg, Joel Dahlheimer, Rod Eldevik, Linda Dokken-McFann and Jerry Wright. Also present were Bonnie Fulghum, Deputy Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.

Oberg, seconded by Dokken-McFann, made a motion to adopt the agenda as presented. Motion carried unanimously.

Dahlheimer, seconded by Wright, made a motion to approve the minutes of the 10/02/2017 regular board meeting as written. Oberg abstained. Motion carried.

Dokken-McFann, seconded by Oberg, made a motion to authorize payment of claims 17184 – 17195 in the amount of $15,912.89, EFTPS $1,045.97 totaling $16,958.86 and a transfer of funds from savings of $7,000.00. Motion carried unanimously.

CITIZEN’S CONCERNS: none

PLANNING AND ZONING: Chairman Eldevik reported that the conditional use request for Rose City Canopy & Sign, on behalf of Poepping Properties, Inc., had been tabled at the last meeting in order to obtain more information and conduct a site visit. The request was to allow an illuminated free-standing sign in the commercial/industrial zoning district. Eldevik stated that he, Supervisor Dahlheimer and Zoning Administrator Oleson had conducted an onsite visit and concluded that all zoning requirements for the installation of the sign have been met. Lindsey Berger, 5314 County Road 82 SE, expressed her opposition to the sign installation, stating that it wasn’t necessarily the light that she was opposed to, but the placement of the sign itself. Eldevik noted that the township’s primary responsibility is to ensure that all zoning requirements have been met and not the location, so long as the location meets appropriate setbacks, etc. Dokken-McFann, seconded by Wright, made a motion to approve the conditional use request of Rose City Canopy & Sign, on behalf of Poepping Properties, Inc., with the three conditions outlined in the staff report. Roll: Wright, Dahlheimer, Dokken-McFann, Eldevik – yes. Opposed: none. Oberg abstained. Motion carried.

ENGINEER’S REPORT: Deputy Clerk Fulghum reported that Engineer Kuhn said the crack and seal project has begun. She also reported that the signs obtained through the 3M grant program have been received and installed. The savings through the grant program was $3,966.40.

OLD BUSINESS: Dokken-McFann reported that 25+ tires had to be hauled out of the ditch along Hope Road. She is recommending the township invest in littering signs for Hope Road, citing the success of the littering signs that had been installed on Cody Court, O’Brien Road and the Burgen access, all previous dumping sites. Consensus to purchase and install two of the larger littering signs on Hope Road, one to the east of the Liberty/Hope Road intersection and the other on the west end by Erickson Heritage.

NEW BUSINESS: Deputy Clerk Fulghum presented one quote for winter road maintenance services. She reported that a request for proposals was published in the Echo Press and only one company submitted a quote. Alden Just Road Maintenance presented quotes for the following amounts: Grading road with a motor grater- $88.00/hr., Plowing of snow with motor grader and truck- $88.00/hr., Sanding of roads- $79.00/hr., sign installation and other maintenance $34.00/hr. with a $1.00/hr. increase for every $0.12 increase in fuel costs from the current base price of $2.333 for dyed fuel and $2.7398 for highway fuel. Dahlheimer, seconded by Dokken-McFann, made a motion to contract with Alden Just Road Maintenance for Winter Road maintenance for the period November 1, 2017 – March 31, 2018 at the rates quoted. Motion carried unanimously.

Supervisors Dokken-McFann, Oberg and Wright provided an update on the Douglas County hearings regarding burning in the shore impact zone and an agricultural riparian buffer ordinance.

Deputy Clerk Fulghum provided information from the 2010 MPCA soils testing.at Jack’s Family Recycling Center. The board directed Oleson to draft correspondence to the MPCA addressing follow up testing and documentation.

Supervisor Oberg reported that he had received inquiries about a property located on Hazel Hill Road that is possibly violating the junk ordinance and/or the conditions of its IUP. The board directed Oleson to send a letter to the landowner requesting an onsite visit.

Being no further business, Dokken-McFann, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 7:11 a.m.
