Minutes of the meeting of October 20, 2014

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 20th day of October, 2014 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Jul Feuling, Joel Dahlheimer and Russell Niskanen. Also present were Gregg Raisanen, Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Alstead at 6:00 p.m.

 

Feuling, seconded by Niskanen, made a motion to adopt the agenda with the addition of Administrative Services under new business. Motion carried unanimously.

 

Niskanen, seconded by Dahlheimer, made a motion to approve the minutes of the 10/6/14 regular board meeting as written. Motion carried unanimously.

 

Supervisor Hammerschmidt joined the meeting.

 

Niskanen, seconded by Dahlheimer, made a motion to authorize payment of claims 14215 – 14226 in the amount of $10,250.99, EFTPS of $1,149.97, Net Payroll of $548.05, totaling $11,949.01. Motion carried unanimously.

 

CITIZEN’S CONCERNS: Lee Lindquist and 4 other residents of Geneva Estates presented a proposal to re-grade a portion of the ditch along East Lake Geneva Road and Geneva Golf Club Drive. Mr. Lindquist provided summaries of the drainage problems in the ditch along the roads and of work that the homeowners association completed on private property to alleviate some of the drainage issues in the area. Mr. Lindquist and Gary Thompson shot elevations of culverts and the ditch bottom in the area and determined that one culvert may need to be reset and additional grading in the ditch bottom may be required to allow proper drainage to occur. They obtained three quotes for the proposed work and the lowest quote was submitted by Randy Thompson in the amount of $8,150.00 to complete the work. The homeowner’s association is requesting that the township assist in paying for the proposed work.

 

The board was in consensus that the township has some responsibility to help pay for the re-grading of the ditches; however; they were also in agreement that the township engineer should verify the elevations and the proposed work before proceeding. Township Engineer Kuhn will verify the elevations and the township will solicit quotes for the recommended work. The actual construction may occur in the spring of 2015 since it may be too late to protect the excavated soil.

 

PLANNING AND ZONING: None

 

ENGINEER’S REPORT: Township Engineer Kuhn reported that he had received some information from the traffic counters; however, he needed to verify the results.

 

NEW BUSINESS: Clerk Raisanen provided a copy of Schedule 1, a statement of Receipts, Disbursements, and Balances as of October 21, 2014. The township began the year with a cash balance of $958,000 and based on current review and expenditures, the township should end the year in excess of $1,000,000.00. As of this date, there was approximately $150,000 in the blacktop fund and $230,000 in the road and bridge account. Based on these numbers, the board could consider spending $250,000-$300,000 in blacktop overlays next year.

 

Clerk Raisanen reported that Zoning Administrator Oleson had made a request to use the services of the township administrative assistant to perform work for an additional governmental entity and proposed reimbursing the township for her services. He also proposed having the work be done outside her normal township hours and inquired if the township would allow her to use the township office and equipment to do the work. The board discussed the idea and made the recommendation that Mr. Oleson hire her directly and not use the township office or equipment to do the work.

 

Being no further business, Dahlheimer, seconded by Hammerschmidt, made a motion to adjourn the meeting. Meeting adjourned at 7:40 p.m.
