Minutes of the meeting of October 4, 2010

 

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 4th day of October, 2010 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Jul Feuling, Joel Dahlheimer, Louis Ross and Roger Thalman. Also present were Bonnie Fulghum, Deputy Clerk, and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Thalman at 6:00 p.m.

 

Ross, seconded by Feuling, made a motion to adopt the agenda with the addition of Queens Road under Engineer’s Report. Motion carried unanimously.

 

Alstead, seconded by Feuling, made a motion to approve the minutes of the 9/20/10 regular board meeting as written. Motion carried unanimously.

 

Dahlheimer, seconded by Ross, made a motion to authorize payment of claims 10257 – 10266 in the amount of $15,763.82, net payroll $3,963.21, totaling $19,727.03 and to authorize a transfer from savings into checking of $19,500.00. Motion carried unanimously.

 

CITIZEN’S CONCERNS: None

PLANNING AND ZONING: Deputy Clerk Fulghum reported that the town had received a request from Wayne Virkus, 1714 E. Lake Victoria Road, asking for an extension to remove a shed. The removal of the shed was a condition of his building permit approval. Motion by Thalman, seconded by Ross, to table the matter until the next meeting, when more information was available.

ENGINEER’S REPORT: Engineer Kuhn reported that the town had received a complaint from the landowner at 3504 West Lake Jessie Road of standing water in the ditch. Engineer Kuhn said he has addressed the ditch issue in the past and does not see it as a continuing problem. Supervisor Alstead stated that he had been out to the site and taken pictures, which depicted relatively minor water levels. The consensus of the board was that ditches are designed to hold water and thus the ditches are functioning as intended. Engineer Kuhn was directed to relay the board’s consensus to the resident. The town board also directed that clarification of ditches be included in the next newsletter.

 

Patching projects. Engineer Kuhn stated that Lakes Area Paving will begin the patch work in the next few days. They plan to begin with the work on Apache Lane.

 

Queens Road. Engineer Kuhn stated that as a continuation of the ALASR project, ALASD will install a sewer lift station in the Nature’s Edge portion of Queens Road. When the original sewerline was installed, it was not deep enough to accommodate some basement floor drains for some homes in the area.

 

NEW BUSINESS: Winter road maintenance contract. Deputy Clerk Fulghum reported that the town had received one written quote for winter road maintenance services. Alden Just Road Maintenance provided a proposal which included all the items requested in the RFP and quoted the following prices for winter road maintenance services: Removal of snow with a motor grader – $75/hr; removal of snow with a truck/plow/wing and sander – $75/hr; grading of roads with a motor grader – $73/hr; sign installation and other maintenance – $32/hr/worker; blowing of snow with a snowblower – $120/hr; hauling of snow with a dump truck – $72/hr; sanding of roads – $72/hr, cost of salt/sand not included. Also included is a fuel surcharge of $1.00/hr for every $0.12 increase in fuel costs from the current prices. Dahlheimer, seconded by Alstead, made a motion to contract with Alden Just Road Maintenance Services for the period October 5, 2010 – March 31, 2011 for road maintenance services at the prices quoted. Motion carried unanimously.

 

Election judges. Deputy Clerk Fulghum recommended appointing Roger Thalman, Mona Billmark, Patty Puyer, Brian Wagner, Margaret Movald, Melanie Bosen, Darlene O’Brien, Verla Schwendemann, Marie Mertin, Paul Stennes, Todd Johnson and Jan Anderson as election judges for the upcoming election and to appoint Darlene O’Brien as Head Judge. Motion by Feuling, seconded by Ross, to appoint the aforementioned as judges, with Darlene O’Brien as head judge. Motion carried unanimously.

 

Storage space. Deputy Clerk Fulghum stated that the town had been approached by CGI about the possibility of sub-leasing some of their space in the WSN building. Motion by Dahlheimer, seconded by Ross, to pursue obtaining more information from CGI. Motion carried unanimously. Deputy Clerk Fulghum to contact CGI about presenting a proposal at the next meeting for consideration.

 

The board discussed the content and timeline for the next newsletter.

 

Being no further business Alstead, seconded by Ross, made a motion to adjourn the meeting.

 

Meeting adjourned at 6:33 PM.
