Minutes of the meeting of September 16, 2013

A regular meeting of the Board of Supervisors of Alexandria Township was held on the 16th day of September, 2013 at the Alexandria Township Conference Room, 610 Fillmore Street.

 

ROLL CALL: Supervisors present were Bryon Alstead, Lyle Hammerschmidt, and Russell Niskanen. Also present was Gregg Raisanen, Clerk and Mona Billmark, Treasurer. As said members formed a quorum and the meeting was called to order by Chairman Alstead at 6:00 p.m.

 

Hammerschmidt, seconded by Niskanen, made a motion to adopt the agenda as presented. Motion carried unanimously.

 

Niskanen, seconded by Hammerschmidt, made a motion to approve the minutes of the 09/04/2013 regular board meeting as written. Motion carried unanimously.

 

Niskanen, seconded by Hammerschmidt, made a motion to authorize payment of claims 13201 – 13209 in the amount of $7,852.20, net payroll of $1,082.48, EFTPS $1,463.88, totaling $10,398.56 with a transfer of funds from savings in the amount of $2,500.00. Motion carried unanimously.

 

CITIZEN’S CONCERNS: None

 

Supervisor Dahlheimer joined the meeting.

 

PLANNING AND ZONING: Engineer Kuhn presented results of the drainage study that the board authorized for the Neewana Beach area. Engineer Kuhn reported that drainage from the proposed new home located at Lot 6, Block 4, Viking Moor, would have an increased impact on downstream property if constructed as proposed. Engineer Kuhn reported that the water elevation currently with a 100 year flood event would be at 98.09 feet and after construction the water elevation would be at 98.21 feet. Ground elevation of the house north of the proposed home is at 96.58 feet and water surface elevation at the house would be 96.77 feet. The overflow elevation on the north end of the property is 97.22 feet. Engineer Kuhn explored additional storage on the property; however, it would have a minor impact. He also indicated that if the current drainage pipe was enlarged to 18”, it would reduce the water elevation to 98.06. Another option may be to construct a “swale” by grading along the property line between the two north properties. He reported that the proposed structure would not be impacted if the basement elevation was at 99 feet; however, the current proposed plan sets the basement elevation at 97 feet. Engineer Kuhn finished with the concern of a slight increase to a known existing problem.

 

Matt Zimmerman expressed interest in continuing to build a home at the property. He indicated that he has met all the required setbacks and believes the lot is buildable as proposed but was open to suggestions on how to proceed. The board discussed the options of a swale. Supervisor Hammerschmidt proposed the idea of the township purchasing the property from Mr. Zimmerman.

 

Township Attorney Paul Johnson instructed the town board with two options. One is to deny the building permit based on the fact that the town board has the authority to deny a permit to protect health, safety and welfare.   The other option is to approve the permit with conditions so that compliance with the conditions would result in the property not having an increased adverse impact on downstream properties.

 

Supervisor Dahlheimer expressed concern of the proposed home since this area has seen extensive flooding as late as 2011.

 

Alstead, seconded by Hammerschmidt, made a motion to deny the proposed building permit submitted by Matt Zimmerman for a home on lot 6, block 4, Viking Moor based upon the engineering study and because of the increased drainage impact on downstream properties. For: Hammerschmidt, Dahlheimer, Alstead. Against: Niskanen. Motion carried.

 

Zoning Administrator Oleson reported that the proposed plat for a 3-lot residential subdivision proposed by Tim Rock off of Liberty Rd. would require at least one variance since it does not have access off of CR 73.

 

ENGINEER’S REPORT: Engineer Kuhn reported that the paving overlay projects were complete and striping would be done.

 

NEW BUSINESS: Clerk Raisanen reported that he had received one written quote for Winter Road Maintenance Services. Alden Just Road Maintenance provided a quote that met all the requirements in the RFP for the following amounts: Grading with a motor grader: $83.00/hr., Plowing of snow $83.00/hr., Sanding of roads: $75.00/hr. and Sign installation and other maintenance $34.00/hr. with a fuel increase of $1.00/hr. with every $0.12/gallon increase in fuel costs above the base price of $3.999. Dahlheimer, seconded by Niskanen, made a motion to contract with Alden Just Road Maintenance Services for winter road maintenance services for the period of October 1, 2013- March 31, 2014. Motion carried unanimously.

 

Being no further business, Hammerschmidt, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 7:10 p.m.
