Minutes of the meeting of September 19, 2022
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 19th day of September, 2022 at the Alexandria Township Conference Room, 324 Broadway and via teleconference.
ROLL CALL: Supervisors present were Jeff Oberg, Jerry Wright, Joel Dahlheimer, Rod Eldevik, and Dennis Butz. Also present were Gregg Raisanen, Clerk, with Mona Billmark, Treasurer, attending remotely. As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.
Oberg, seconded by Dahlheimer, made a motion to adopt the agenda as presented. Motion carried unanimously.
Butz, seconded by Dahlheimer, made a motion to approve the minutes of the September 7, 2022 regular board meeting as written. Motion carried unanimously.
Dahlheimer, seconded by Butz, made a motion to authorize payment of claims 22175 – 22181 in the amount of $27,768.28, EFTPS of $2,249.23, totaling $30,017.51 and to transfer $20,000.00 from savings into checking account. Motion carried unanimously.
CITIZEN’S CONCERNS: none
PLANNING AND ZONING: Zoning Administrator Oleson reported he viewed the Norris property after receiving complaints of vehicles parked in front. He indicated there are some watercraft, including a pontoon boat, parked in front but did not see a motorhome as reported. He will view the property before the next meeting to determine if the watercraft has been moved.
Zoning Administator Oleson reported he had viewed the Jasken property after receiving a complaint that equipment use has exceeded five days in the previous month. He saw a dump truck and skidloader at the property. He will contact the landowner to determine his use of the equipment and if he needs a permit for work being completed.
ENGINEER’S REPORT: Engineer Kuhn reported the paving overlay project has been completed with a few items remaining.
Clerk Raisanen reported Douglas County has cleaned out the county ditch near Crestwood Drive. They have requested township participation in the installation of a new culvert under Crestwood Drive since the current one is inadequate. Engineer Kuhn reported the excess culvert that was purchased for Donway Drive might be utilized for this request. The board was in consensus to participate in this improvement with Douglas County.
Engineer Kuhn presented a proposal to study the drainage patterns running into Lake Geneva under E. Lake Geneva Road. There are numerous culverts and drainage areas that eventually flow into the lake, and it might be advantageous to improve the drainage to protect lake water quality. He indicated there are grant dollars available from the state to fund these types of projects. Oberg, seconded by Butz, made a motion to pay WSN in an amount not to exceed $1,400 to study this proposal and assist with writing the grant application for this project. Motion carried unanimously.
NEW BUSINESS: Supervisor Oberg requested the town board receive earlier notification regarding future site visits. There are times when it would be beneficial for supervisors to attend site visits that the planning commission is viewing, especially if the proposal is more complex. Zoning Administrator Oleson will work with Bonnie to ensure that supervisors get email notice as soon as the meeting has been scheduled in the future.
Being no further business, Dahlheimer, seconded by Wright, made a motion to adjourn the meeting. Meeting adjourned at 6:50 PM.
