Minutes of the meeting of September 4, 2024
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 4th day of September, 2024 at the Alexandria Township Conference Room, 324 Broadway, and via teleconference.
ROLL CALL: Supervisors present were Rod Eldevik, Dennis Butz and Jerry Wright. Also present was Mark Meuwissen, Clerk. As said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.
Wright, seconded by Butz, made a motion to adopt the agenda as presented. Motion carried unanimously.
Wright, seconded by Butz, made a motion to approve the minutes of the 8/19/24 regular board meeting as written. Motion carried unanimously.
Butz, seconded by Wright, made a motion to authorize payment of claims 24170 – 24177 in the amount of $26,918.71, net payroll $5,292.50 totaling $32,211.21 and a transfer of funds from savings of $25,000. Motion carried unanimously.

PLANNING AND ZONING: none
ENGINEER’S REPORT: Chairman Eldevik reported the road improvement work has begun on Maple Drive and will be commencing to Queens Road by the weekend.
OLD BUSINESS: Clerk Meuwissen reported our township attorney had provided him with a summary of the meeting between our attorney, the City of Nelson’s attorney, and the Administrative Judge. Essentially, the judge focused on two items: 1) the 30-day notice; and 2) the availability of septic service. Our attorney advocated for the town to prepare an Affidavit outlining dates and times as to the availability of septic service.
In response to the Administrative Judge’s questions, the City of Nelson has decided to hold a new public hearing to satisfy the statute requirements. Their attorney requested the Township waive the requirement to give 30-day notice. The Township’s attorney did not encourage the Board to waive that requirement.
Wright, seconded by Butz, made a motion to require the City of Nelson to provide the 30-day notice and to hold a public hearing. Roll: Butz, Wright, Eldevik – yes. Opposed: none. Motion carried unanimously.
Clerk Meuwissen will prepare the Affidavit with input from our township attorney and ALASD staff.
NEW BUSINESS: Chairman Eldevik stated the town needs to advertise for winter road maintenance services. Our current contract with Alden Just Road Maintenance expires September 30, 2024. Since the town will not have adequate time to advertise and obtain quotes before their next meeting on September 16, 2024, they asked Mr. Just if he is willing to extend his summer road maintenance contract until October 7, 2024. He indicated he would.
Wright, seconded by Butz, made a motion to authorize an extension of the summer road maintenance contract until October 7, 2024. Motion carried unanimously.
Butz, seconded by Wright, made a motion to authorize the clerk to advertise for quotes for winter road maintenance services. Motion carried unanimously.
Clerk Meuwissen reported the CD currently held by Bremer Bank is up for renewal. Wright, seconded by Butz, made a motion to authorize the clerk to renew the CD if it is determined to be at a competitive rate and/or to negotiate a better rate than we have currently. Motion carried unanimously.
Being no further business, Wright, seconded by Butz, made a motion to adjourn the meeting.
