Board of Supervisors' September 8, 2026 minutes

Alexandria Township

Alexandria, Minnesota 56308

Minutes of the meeting of September 8, 2026

A regular meeting of the Board of Supervisors of Alexandria Township / Board of Adjustment meeting was held on the 8th day of September, 2026 at The Hub on Broadway Conference Room, 203 Broadway Street and via teleconference.

ROLL CALL: Supervisors present were Jeff Oberg, Joel Dahlheimer, Rod Eldevik and Dennis Butz.  Also present were Mark Meuwissen, Clerk, and Eli Biggers, Treasurer.  As said members formed a quorum, the meeting was called to order by Chairman Eldevik at 6:00 p.m.

Chairman Eldevik recessed the regular meeting at 6:02 p.m. to open the Board of Adjustment public hearing regarding a variance request submitted by Vincent and Betsy Moga.  Location of the property is 1506 E. Lake Geneva Road NE.

Board of Adjustment:  Chairman Eldevik stated the applicants were proposing to remodel their existing home. He said the Board of Adjustment members had conducted a site visit.

Dan Klimek of Northwoods Construction spoke on behalf of his clients, Vincent and Betsy Moga. He said the new structure will be located in the same spot as the existing pergola. The project is to build a screen porch in that area.

The staff report states the variance is to allow the screen porch structure and kitchen / living space area within 16-17 feet from the top of the bluff instead of the required 30 feet.

Vincent Moga said this is their forever home and they have no intention of flipping it.

Dan Klimek stated records don’t show how long the pergola had been there.  He also emphasized that compared to the current build, the proposed alterations will improve the non-compliance with setbacks and will bring the impervious percentage into compliance.

Supervisor Oberg commented there appeared to be no drainage issues.

Chairman Eldevik opened the hearing to the public for comment. Hearing none, he closed the public hearing and reconvened the regular meeting.

Oberg, seconded by Butz, made a motion to accept the agenda with the addition of proposed changes in the county ordinance for septic inspections under Planning and Zoning. Motion carried unanimously.

Oberg, seconded by Dahlheimer, made a motion to accept the minutes from the 8/17/2026 meeting.

Dahlheimer, seconded by Butz, made a motion to authorize payment of claims 26408 – 26418 in the amount of $33,989.28, net payroll $6,615.68, totaling $40,604.96 with a transfer from savings of $29,900.  Motion carried unanimously.

PLANNING AND ZONING: Eldevik reported a decision needs to be made on the Moga variance request. He asked the applicants and their contractor if they would be able to meet the four conditions in the staff report. They responded yes. Oberg, seconded by Dahlheimer, made a motion to approve the variance request with the four conditions outlined in the staff report.  Roll: Oberg, Dahlheimer, Butz, Eldevik – yes. Opposed: none. Motion carried unanimously.

Zoning Administrator Oleson reported he had received an inquiry in March from a landowner about putting a temporary shipping container on their property while building their house. They were granted a six-month timeframe. That six-month time period has now expired. Oleson noted that a building permit had been obtained. The landowners expect their project to be done by the end of the year. Oberg, seconded by Butz, made a motion to approve the six-month extension with the expectation that the container will be removed by the end of the extension and that the container will be elevated so it can be moved if the ground is frozen. Roll: Oberg, Butz, Dahlheimer, Eldevik – yes. Opposed: none. Motion carried unanimously.

Oberg reported the county is changing some of the requirements for septic inspections. Currently, an inspection is triggered by pulling a land use permit. At present, a newly installed septic system is considered to need a compliance check after three years and an existing system five years from any previous compliance check. The county is considering narrowing the definition of an event that triggers an inspection and extending the timeframe new or existing systems are exempt from inspection.  Oleson will connect with the county on this issue. Oleson also reminded the board that if the county changes its terms, the town will need to change its ordinances also.

CITIZEN’S CONCERNS: Doug Whiting, 3398 Pawnee Dr SE, said he had approached the township a few years ago about putting up another streetlight towards the dead end of Pawnee (West). More development has occurred since then and the landowners believe it is becoming a safety concern. He said there are three streetlights existing around the first curve but none approaching the curve by the dead end. Consensus to have the town board discuss with Engineer Kuhn.

ENGINEER’S REPORT: The board discussed road conditions at Gavin’s Point.

OLD BUSINESS: Clerk Meuwissen presented the Board with 2025 audited financial statements and discussed the results of the audit.  Meuwissen stated the auditors did not find any new weaknesses in internal controls and gave the township an unqualified opinion.  Meuwissen then highlighted the more significant ending financial statement balances, using previous year results for comparison and context.  He noted that the drop in year to year ending cash and investments is consistent with the increased spending on roads and a corresponding increase in capital assets.  Even with the drop in ending cash and investments, the township still has the equivalent of just under one year of expenditures in reserve.  In Meuwissen’s opinion, the Township is in a solid financial position and has prudently spent the township’s resources consistent with budget and legislative responsibilities.  Meuwissen believes the audited financial statements support this conclusion.  Oberg, seconded by Dahlheimer, made a motion to accept the audited financial report for 2025. Motion carried unanimously.

NEW BUSINESS: none

Being no further business, Oberg, seconded by Dahlheimer, made a motion to adjourn the meeting. Meeting adjourned at 7:07 p.m.

Respectfully submitted,
