Minutes of the meeting of December 22, 2025

A regular meeting/public hearing of the Planning Commission of Alexandria Township was held on the 22nd day of December, 2025 at the Township Conference Room, 324 Broadway and via teleconference.

Roll Call: Commission members present were Shad Steinbrecher, Larry Steidl, Linda Dokken-McFann and Jessica Fettig.  Also present were Bonnie Fulghum, Deputy Clerk, and Ben Oleson, Township Zoning Administrator.  As said members formed a quorum and the meeting was called to order by Chairman Steidl at 5:00 p.m.

Agenda: Steinbrecher, seconded by Dokken-McFann, made a motion to approve the agenda as written.  Motion carried unanimously.

Minutes: Steinbrecher, seconded by Fettig, made a motion to approve the minutes of the 9/22/2025 meeting as written.  Motion carried unanimously.

Chairman Steidl recessed the meeting to open the public hearing on the Preliminary Plat of Natures Edge Third Addition submitted by Daniel Thelen. Property location is 3565 Queens Road SE.

Public Hearing: Rod Eldevik, 1211 Maple Drive SE, said he would be speaking on behalf of Mr. Thelen. Mr. Eldevik stated the applicant is proposing a 6-lot plat. The plat was not designed for maximum density. All the lots will be serviced by ALASD. The stubs are already in place which mitigates the need to tear up the road. The existing house and garage are located on lot 2. The residence is connected to sewer. He noted there is a wetland spanning lots 3 and 4, which has been marked accordingly. The applicant is proposing to have a stormwater plan done.

Zoning Administrator Oleson reported the applicant submitted a preliminary plat for a 6-lot residential development comprised of single-family homes. No new roads need to be constructed. Sewer stubs are existing. A drainage easement runs through the neighboring property on the east side, essentially a ravine which takes water from across the road. Stormwater currently runs to the wetlands or to the ravine, either directly or indirectly, through the road ditch. He noted MPCA regulations require the construction of a stormwater pond when you create an acre or more of impervious coverage. If the outlot were to remain in place, each lot would be slightly more than an acre. With the outlot now being deemed unbuildable, each lot will have slightly less than an acre. In this situation, the Township Engineer is recommending the applicants submit a stormwater plan to prevent any adverse effects to the landowners downstream. It was also noted that with the outlot being determined unbuildable, the outlot will therefore become part of lot 1. A retention pond will be built on the east side of the property and water released into the ravine. There would be an easement for the township to assume maintenance after construction. Oleson said there is sufficient room on the west side of the applicant’s property to allow access to the land behind Mr. Thelen’s for future construction of a public road.

Chairman Steidl opened the hearing to the public for comment.  Jeff McCoy, 3831 Queens Rd SE, asked if the applicant would need to go through the process again once the pond is designed since that was not part of the original application.

Hearing no further comments, Chairman Steidl closed the public hearing and reconvened the meeting.

Commissioner Dokken-McFann confirmed no road was needed for the outlot and that the outlot would become part of Lot 1.

Oleson stated the wetland has been identified.

Dokken-McFann, seconded by Steinbrecher, made a motion to recommend approval of the Preliminary Plat of Natures Edge Third Addition with the findings of fact and recommendations as outlined in the staff report, changing condition no. 1 to read: The applicant must submit payment of the total Park Dedication Fee as determined by Douglas County prior to final plat recording; deleting condition no. 2; and changing condition no. 5 to read: The applicant shall dedicate the proposed utility easement in the northwest corner of Lot 1 acceptable to the Township and clearly identify the location of such easement.  Roll: Steinbrecher – yes, Dokken-McFann – yes, Feuling – yes, Steidl – yes. Opposed: none. Motion carried unanimously.

Adjournment:  Being no further business Steinbrecher, seconded by Dokken-McFann, made a motion to adjourn the meeting.  Meeting adjourned at 5:30 p.m.
