Minutes of the meeting of March 18, 2024
A regular meeting of the Board of Supervisors of Alexandria Township was held on the 18th day of March, 2024 at the Alexandria Township Conference Room, 324 Broadway and via teleconference.
ROLL CALL: Supervisors present were Joel Dahlheimer, Rod Eldevik, Dennis Butz, and Jerry Wright. Also present were Gregg Raisanen, Clerk and Mona Billmark, Treasurer. Said members formed a quorum and the meeting was called to order by Chairman Eldevik at 6:00 p.m.
Dahlheimer, seconded by Butz made a motion to approve the agenda as presented. Motion carried unanimously.
Wright, seconded by Dahlheimer, made a motion to approve the minutes of the 3/04/24 regular board meeting and Board of Adjustment meeting as written. Motion carried unanimously.
Butz, seconded by Wright, made a motion to authorize payment of claims 24055 – 24072 in the amount of $12,248.93, EFTPS of $1,717.53, totaling $13,966.46 with a transfer from savings of $14,000.00. Motion carried unanimously.
Supervisor Oberg joined the meeting.

PLANNING AND ZONING: The Board considered the final plat submitted by Dennis Runge for East Gate 1st Addition. Township Zoning Administrator Oleson reported that all six conditions have been met or will be met prior to recording and that the County Surveyor has signed off on the plat. Wright, seconded by Butz, made a motion to approve the final plat for East Gate 1st Addition. Motion carried unanimously.
The board reviewed the preliminary plat application to combine five existing single-family lots into a 7-unit single family residential PUD submitted by Brock Leagjeld for Geneva Meadow Townhomes. Zoning Administrator Oleson reported the planning commission recommended approval with five conditions. Dahlheimer, seconded by Wright, made a motion to approve the preliminary plat for Geneva Meadow Townhomes with the five conditions listed in the board report. Motion carried unanimously.
The board reviewed the conditional use permit for Geneva Meadow Townhomes submitted by Brock Leagjeld. The applicant is proposing to combine five existing lots into one lot and constructing 3 twin home townhomes and 1 stand alone townhome. Zoning Administrator Oleson reported the conditions of a PUD have been met and the planning commission supported approval of this permit. Wright, seconded by Butz, made a motion to approve the conditional use permit for Geneva Meadow Townhomes. Motion carried unanimously.
The board reviewed the preliminary plat application submitted by Kevin and Sarah Suchy. The applicants are proposing to subdivide 3.99 acres of land into two approximately 1.69 acre lots located at the intersection of Maple Drive and Queens Road. Zoning Administrator Oleson reported the planning commission had recommended approval with six conditions; however, there have been significant drainage concerns expressed by neighbors to the proposal. Supervisor Oberg stated there is an existing drainage problem in the area not because of the applicants; however, any additional land change considerations should not result in an increase in water flow. Chairman Eldevik reported that based on the location of the existing sewer line along Maple Drive, connections to ALASD sewer can be accomplished by boring under Maple Drive from Lot 2. Supervisor Wright expressed concern about the additional costs to the applicants for completing the storm water management plan that will be required to retain stormwater. Oberg, seconded by Wright, made a motion to approve the preliminary plat of Maple Addition with the six conditions listed in the staff report with modifications. Condition No. 1 was modified to read: “that the applicant shall be responsible for all costs related to connecting the properties to ALASD prior to final plat approval and that the ALASD connection for Lot 2 shall be bored under Maple Drive (no open cut allowed); and Condition No. 6 was modified to read: “prior to final plat approval, the applicants shall provide and implement a permanent stormwater management plan certified by an engineer that documents there will be no increase in the rate or volume of water leaving the subdivision as a result of the impervious surfaces constructed on the parcel.” For: Wright, Oberg, Butz, Dahlheimer, Eldevik.
Against: None. Motion carried.
Zoning Administrator Oleson reported he had received a complaint about construction materials and a trailer parked on a vacant lot off of 39th Ave. The owner has removed the construction material. He periodically parks a telehandler on the property for short periods of time. The Board indicated this would be acceptable provided it was only for short durations, but will continue to monitor the site over time.
Zoning Administrator Oleson reported the owner of the two mobile homes located on a property off of Maple Drive said he can have one of the mobile homes removed by the May 1st deadline; however, he is requesting additional time for the second. Dahlheimer, seconded by Butz, made a motion to extend the deadline for removal of the second mobile home until July 1, 2024. Motion carried unanimously.
Oleson had no other Zoning Administrator items of business.
Engineer’s Report: The board discussed the next steps maintenance on Liberty Road. Some cracks have developed over the winter. Engineer Kuhn will provide a recommendation of next steps at a future meeting.
Being no further business Dahlheimer, seconded by Butz, made a motion to adjourn. Meeting adjourned at 7:10 PM.
